men, and that admitting them to the nary

would not conduce much to the respecta
bility of the service or bo favorable to the

upon the best friends of the afflicted party,
and this attempt to lower the standard of
naral medical men, rather than concede
them the evidence of respectability, seems
to b this nnbappy feature well developed.

The House Committee on Marat Affairs,
after thoroughly lnrcsttgatlng the subject
of official rank In the nary, and maturely
considering the reasons urged for and
against the exclnslre policy of the line, had
agreed to report a bill for the reorganisation
of the navXi which provide that all com
manding officer shall take precedence of
all staff officer under tbelr command) and
no tUff officer, In Tlrtue of hi rank, shall
exercise hi command or authority in the
line of the nary or In any staff corpe excel
tbo corps to which he belongs. In procei
lions, courts, boards of surrey, etc., the
line and staff officer thall take precedence
according to rank.
Tbo bill will also teenro to chief tarpons,
paymasters and engtneers the rank of cap
lain, the highest rank accorded to them by
the order of the Bocrctary of the Nary do
ring the rebtll loo, the revocation of which
order by Secretary Dorle under line Influ
ence baa occasioned this long and unneces
sary strife between the staff and line.
The obnoxious domination and supposi
titious rank of the "executive officer" I also
done away with, and that official will rank
according to his commission In the service.
The committee haa thus vindicated the
claims of some of the most serviceable ele
ments of our navy to honorable recognition,
and shown that It appreciate true republi
can principle by discountenancing the spirit
of caste developed by the exclusive and aristo
cratic system Introduced and fostered by the
line officers of the oary.

Our attention 1 called to a bill lately pro-
aented In the House by lion. G. W. BcoQeld,
of TennsylTanla, entitled " an act amenda
tory of the homestead act of May CO, la$3,
Infarorof honorably discharged soldiers."
The bill commends Itself lo all. Inasmuch at
It aaka for no bounties whaterer, but 1 In
tended to give a real and aolld encourage
ment to a large clas of our dtscnargcd sol
diers who desire homesteads upon the public
lands la the Western Bute. Bach provis
ions a are therein contained will assuredly
gain the approval of the Public Lands Com
mittee, as the bill Is especially designed to
thoroughly protect and encourage actual
settlement upon the public lands, whilst the
Inducements presented should be held onl to
the discharged soldier, many of whom hare
but little means with large famlltee to aup-
port, and would gladly avail themselrct of
the privilege therein contained. The con
ditions are much the name at under tha
homestead act, but grants much easier term
to the soldier at the commencement than Is
now obtained under that act.
The policy of the Government lsthattbe
remaining pubilo land shall be taken up by
actual settlers. This bill will materially
assist la accomplishing thla great and wise
purpose. The thanks of the discharged
soldiers and tho country Is due Judge Sco-
Ocld for Introducing, at Ibis opportune time,
each a Just, benevolent and most salutary
measure, aa It not only secure a home to
applicants, but will rery materially acceler
ate the aettlcmeot and Improvement of the
great West. Bach a measure wUI be a long
deferred act of Jostlco to many of our bravo
boys who need home. We hope the Pubilo
Lands Committee, to whom the bill waa re
ferred, will take favorable action at an

Oarnett was the last of the older members of
a family which has borne a conspicuous

physician at tho Government hospital for
the Inaane In this District, on tbe 8th Inst.
was unanimously elected by tbe board of
trustees superintendent of the State lunatic
hospital at Taunton, Mass. Tbe visitors
and superintendent of the Government hos
pital much regret the lot of Dr. Godding'
valuable services In that Institution, but re
joice lo his well-deserved promotion. He
ha filled his present position ably and dili
gently, and to the entire satisfaction of the
visitors and Dr. Nichols, for nearly seven
