A Philadelphia Baby.
The other da-, when Mrs. Walker, wife
of a barber at the Continental Hotel, Philadelphia,
returned from the funeral of her child she found a
baby at the back door. Attached to the little one's
doming was a note beginning: " Dear Lady-Will

mvnr' ur requesting that the lady will think
that it is liod who sent it to her to take the place
of her own dead ehild, the writcresplains that she

which had taken place. The unknown mother

leave it as she had done, but her husband died

FINANCIALAND COMMERCIAL NEWS.
The following observations on the transactions in
Uie financial market yesterday, together with open
ing, hl?lipvt, lowest, anU closing quotations, are fur
nished by the banking-house orH.D. Cooke, jr., & Co.,
JC9 F street, Washington. D. C:
Tliestock market opened above last night's closings,
and was quite firm at the advance during the first half
lionr of the morning board. Jt soon commencea, How
ever, to weaken, and fell X to 41 i per cent., the latter
jtashvilh' and Chattanooga, which sold as low as 72.
Norlli' rn Pacific common declined: per cent., Jersey
Ontral I7, per cent., Delaware, Lackawanna and
W.-Tn l' per cent, Vnion Pacific 1J, Milwaukee
and m. Paul r4' per cent., and the remainder of the
list ', t 1 per cent. Shortly after this news came from
Washington announcing that an extrasessionwasnot
to be called. From this point the market strengthened,
and during the second board advanced sharply to the
do--. ;.i v liich point the entire list shows an advance
of '. lo , per cent., thelatterDelawarc,Lackawanua
and Western. The average advance exceeds IJf per
cent. i
Tin- buying to-day has been largely from "shorts."
Thw have been no large long accounts inaugurated.
3KM of the heavy dealers and old heads are " lookers
on in Vienna." They do not see auy important " de
nouements "' in the near future, and until they do will
keep out of the market Kegardiug the report that
wcs-liall have no extra session this year, it is said that
the President and Cabinet Ministers are estremely
ticituni on the subject, vouchsafing no Information
wliatever. It is safe to presume, however, tliat there
will be no extra session, since the Cabinet meeting to
day was to decide the question, and wc should un
doubtedly have heard had a decision favorable to the
tfe&ion been reached.
It seems leally a painful condition of affairs that the
country at large should fo heartily fear the convening
of Congress, as witnessed by the many letters received
by the President from prominentbuaincss men, urging
him not to call another sesMon in May, and also by
the exuberance of the stock market this afternoon.
P.eparding the effect of this decision on the market, it
seems reasonable that It cannot cause any very great
adiann. It will most probably restore stocks to
the prices whence they dropped a few days
ago. For a baronu'ter of the near future we must
again turn our eyes toward the Treasury Depart
ment Under the existing circumstances It devolves
npon that Department to make amove in the finan
cial management of the country. This move will be
watched with great interest, and will largely affect the
movements of the Mock market for the time being.
Alter this, we trust that the market will adopt a more
reliable index of value than the probable actions of
Oniijress and Cabinet. For the past fewmontlisnrices
haw depended almost entirely on these bodies for a
statu of fluctuations, irrespective of the inllucnccs
which should regulate them. After the nest move of
the Treasury Department we hope to see the market
standing on its own merits. The value of a railroad
Ktock should be governed by the percentage of earn
ings which the road la making, not by the condition
of the money market, the probability of an extra ses
sion, &c These latter mentioned influences should
enter to a certain extent into one's calculations, but
they should not be regarded as omnipotent to affect
prices indefinitely. A manual of earnings and ex
penditures la a much more useful criterion.
Northwest from January 1, 1SS0, to the present time
shows a deficit of S-Vi,000 toward paying expenses and
interest charges. The earnings of the Chicago and
Alton for second week in March were 4IG.S8: de
eresje. 825,735.
