The Discredited Russians The Indianapolis Star comments: It is the opinion of those who have observed the Russians and their methods, both at Genoa and The Hague, that all governments now have come to agree with the United States and France that soviet Russia must show that confidence could best be placed in it before financial aid could be extended; that it must, in short., give security that it would pay its honest debts not only those obligations it is endeavoring to enter into, but those that already stand against it. In other words, the result of the two conferences was a defeat for the Soviets. They simply strengthened and extended the conviction that the Russian government is not to be trusted. It was Lloyd George's idea that if they had a chance to square themselves with the world, the sheer necessity of having money. and help would drive the Russians to a decent and honest attitude. No one asked them to give up their government; no one undertook to dictate what sort of government they should have. The sub stance of the ultimatum laid down to. them, that as they wanted foreign enterprise and capital to get their country out -of the predicament into which they have pushed it, and that as they had destroyed the industries already placed there by foreign capital, they must somehow show that they meant in good faith to balance their account and engage in business transactions on a busi ness basis. The Russians practically demanded the money as a right and insisted that the other nations should advance it on such terms as the soviet? chose to make, which were simply not business terms at all. Their idea evidently was that capital was so keen to enter Russia, seeing the great opportunities there and the need for the good of world commerce that industries would be developed, that they would take any risks It was. a mistake. Private enterprise may go into Russia on such terms, but no extensively, it may be imagined, while governments hold back. Messrs. Lenine, Litvinoff and company have now had reasonable proof that the world outside of Moscow has no confidence in them and as there is not likely soon to be another such chance as they have had at The Hague to prove themselves anything other than a band of grasping adven turers with no real interest in the welfare of their country, they will have leisure to reflect on this verdict and devise other schemes for get ting cash without a backing of moral character or visible security. It is always a big thing to forgive and a big thing to forget. But how often false and wavering pride stands between them both. "Father forgive them for they know not what they do," were the words uttered during one of the saddest moments In history. Also, "Forgive us our transgressions," taken from the Lord's Prayer. I recall the line: "To sin is human to forgive is divine." And so all through the course of human living we have need to forgive and to be forgiven. How harsh to harbor ill anywhere in the mind or heart. How wonderful to forgive and then actually to forget in the best way one knows. And the best way to forget is to make no effort to remember. There isn't a day but we lose our way. We never go quite straight to our ideal or to our purpose. Try to think of yourself as the other fellow. Do not feed a poisonous thought. Forgive. Forget. Love is able to blot out the deepest colored wrong. To forgive will put the sun in your sky again and take the clouds and darkness from the day of the one forgiven. And, in addition, the sun will shine brighter in the entire world! SIX STATE RAILROADS fa HAVING INJUNCTIONS TO APPEAR IN COURT (By Associated Press) IXDIANAPOLIS. July 24. Six rail roads operating in Indiana having ob tained temporary injunctions to re strain striking employes from inter fering with the movement of mail, in terstate freight and passengers, will appear before Judge Francis E. Baker in federal court here tomorrow to ask that permanent injunctions be grant ed. The roads having temporary injunc tions are the Big Four, Wabash, Bal timore and Ohio, Cincinnati, Indianap olis and Western, Monon and Chicago and Erie. The injunction petitions filed by the railroads are almost identical and all name the following organizations of the strikers: International Associa' tion of , Machinists, International Brotherhood of Boilermakers, Interna tional Brotherhood of Blacksmith, Drop Forgers and Helpers, Iron Ship builders and Helpers of America, the International Alliance of Sheet Metal Workers, the International Brother hood of Electrical Workers and the Brotherhood of Railway Carmen- Judge Baker granted the temporary injunctions following , hearings at Hammond. He is acting as judge in the Indiana district during the vaca tion of Judge A. B. Anderson. Judge Baker is on the bench of the U. S. circuit court of appeals at Chicago.
