Admiral Sampson was informed
on tho evening of July 2 at least
j 80 hours before Admiral Corvera
mado his dash from tho harbor of
Santiago that tho Spanish fleet
would attempt to run the block
ado of the United States ships of
1 war on the following day July 8 i
This intelligence was sent to Samp
son by an officer of his fleet just
before dark
Sampson ignored the informa
tion and on tho following morning
took tho Now York his flagship j
tho torpedo boat Ericsson and tho
dispatch boatHistoutof tho block
ading lino and started for Sibonoy
to hold a conference with Shafter
The officer in question was so wor
ried that ho scarcely slept during
the night of July 2 but maintain
ed an almost unbroken vigil on tho
flying bridgo of his ship
The Chronicle is enabled to make
the foregoing statements on tho
highest possible authority but for

that Shaftor communicated the I
news to Sampson is unsupported
On tho contrary Chronicles cor
respondent has been reliably in
formed that Slmftor did not inI I
word to Sampson about Cervoras 1
purpose to escape because ho did
not know about it until July 3 It
does not follow however that be
cause tho news was delayed in
reaching Shafter that Garcia did
not communicate it direct toSamp
son His camp was closer to tho I
coast than any of Shafters aids
He had maintained regular com
munication with Sampson by a
code of signals furnished him by
General Miles since GamI it is
known that there was almost daily
interchange of communications be
tween Garcia and the flagship by
I means of wigwag signals
Here is an extract from a letter
Gonoral Miles wrote Garcia on
June 2 in which ho placed him in
possession of tho wigwag code for
communication with the navy

will havo a strong bearing upon
this particular inquiry
The records of the War Depart
mont indicate strongly that Samp
son had received information of
theproposed flight of Cervera from
General Garcia also of July 2 Gar
cia is dead and his testimony
therefore cannot bo obtained
Sampson himself knows whether
tho gallant Cuban gave him warn
ing of Cervoras plans and inas
much as tho Admiral has never in
dicated in his reports that such
was the case it is presumed that
he will deny at this time that Gar
cia sent him tho news for which
the fleet had waited patiently for
more than a mouth Garcia was in
possession of the news on July 2
as is shown by tho following ox
tract from a dispatch to tho Sec
retary of War which Geiioral
Shaftor cabled from his headquart
ers on July 8

General Garcia into whoso lines
he went yesterday that Admiral
Corvora had stated that ho would
run out at 10 oclock this morning
and that was tho hour witnessed
his departure Corvera told such

the battle and that ill spite of it
he started for Siboney half an hour
before tho fighting begaw and was
never within range of a hostile gun
