Congress and Poor to,
The House committee on Indian
affairs, which has just completed its
draft of tin Indian appropriation
bill, has agreed to drop three matters
of importance to the Ghtppewa In
dians of Minnesota,'notwithstanding
the fact that they were recommended
by the secretary of (the interior.
The first is $100,000 recommended
far hospitals at the various Indian
agencies in Minnesota second $15,-
000 for purchasing land for about
300 Mille Lac Indians who do not
wish to leave their 'present homes on
the south shore of Mille Lac lake
and third a proposed increase in the
appropriation for the prevention and
cure of tuberculosis, trachoma and
other diseases among the Ohippewas.
Representative Miller of Duluth,
who is a member of the committee,
stated today that he would take the
responsibility for striking out the
proposed $15,000 appropriation for
the purchase of land, because, in his
opinion, that was not the proper so
lution of the present difficulty.
"We have not sufficient informa
tion at present to cope with the mat-
ter," said Mr. Miller today, "and I
think there should be a thorough in
vestigation by the committee itself
before we take final action. The pro
posed appropriation would be suffi
cient if we were merely desirous of
purchasing land for a village where
these Indians could live. But that is
not in accord with the present policy
of the government. The sum would,
of couree, be totally inadequate for
buying enough land to give each In
diian entitled to it an allotment of
land on which he could make a liv
ing, as is usually done by the de
partment in such cases.
"There is now a bill pending, in
troduced by Representative Lind
bergh of Minnesota, which proposes
an investigation of all land matters
retaining to Minnesotans. The bill
is broad enough in its scope to in
clude the investigation I believe
should be made with reference to the
Mille Lac band, and I am in favor of
its passage.
"It seems hardly possible to pass it
at the present session, as the com
mittee would not have time to make
the trip up there before adjournment.
It is probable, therefore, that the
whole matter will be deferred until
summer, when the bill can be put
through at the extra session and the
investigation be made next fall in
time to settle thie problem more intel
ligently."

upon it is understood, for the reason
that an investigation is now being
made by physicians in the public
health and marine hospital service.
Their report is expected about two
months from now, after which the
proposition can be disposed of in a
separate bill, *h provisions of which
can be based upon their aaecommenda
tions and report.

fair reapportionment of the state for
legislative purposes. Inasmuch as tshe
state senators may be uninfluenced by
the consideration of holding to ithetr
offices after tine next session, there ds
a. better prospect of agreement, at
that time, upon an equitable neappor
tionment. It is beginning to dawn
upon that portion of the state which
has thwarted reapportionment that
the juaitdce of the proposition must
triumph in tihe end and that the
longer it is delayed the worse the
ever represented districts will fare.
An early agreement uipon a just pro
gram will mean more to rthe object
ing sections than to those which long
have suffered from underrepresenta
fcion. The sooner reapportionmenit
shall come, the better are the pros
pects of a jedistricting plan that Willi
