When a city is about to grant a long term franchise, it is well to take time and not rush the thing through. Fortunately for Bemidji, granting a franchise is a matter of passing an ordinance and one cannot he put through the council in less than four weeks. In addition, it must be held by the mayor and published before it is effective. An agent of eastern capitalists in- terested in gas will present a prop- osition to the council tonight. On the face of it, the proposition is a good one, but the men asking for the franchise are skilled in the business and should be watched carefully. The Little Falls franchise, on which the proposition to Bemidji is based, does not contain several fea- tures which authorities on fran- chises believe should be insisted up- on by the city. The council has time to look into the proposition thor- oughly and to see that the city is well protected for the future as well as the present. Less Legislative Expense. The report from the chairman of the house expense committee that the expense of this session will be over $25 000 less than that of two years ago is welcome news. The chairman of the senate committee says that the senate bill will be less although he is not prepared to give the exact figures. Legislative ex pense is one of the over head costs of the state government and any lessen ing of the item means a lighter bur den for the tax payers. Fight in the Legislature. Governor Eberhart last week vetoed the Nojan and Minnette pub lic utility bills and they were re passed over- his veto by the house Saturday afternoon. They will come before the senate today. The figbt which was precipitated by the governor's vetoes will go down in Minnesota history. The house had no trouble in mustering sufficient votes to pass the Minnette bill but had some trouble with the Nolan bill. One feature of the fight was the re monstrance meeting against the veto cf the Nolan bill held in Minneapolis Saturday night and largely attended. The governor certainly waved a red rafc before Minneapolis with his No lan veto. Every person in Minnesota will watth the outcome of the fight. Probably a majority agree with the governor that the state needs a good public utilities bill covering all utili ties. The question isCan the gov ernor force the legislature to act as he wishes? A Bill for Game Hogs. A bill has been introduced in the legislature which if passed will allow hunters to kill two antlered deer or moose, or* one antlered and one fe male deer but no female moose dur ing each season. The slaughter of deer and moose is large enough each fall with the present law in effect. The real hunters would like to see a law passed which will prohibit the killing of female deer as well as fe male moose. If the game is not con served, deer and moose will soon fol low the buffalo, elk and caribou that once roamed Northern Minnesota. With the present law In force. State Forester Cox estimates that th year ly increase about equals the number killed. With the killing doubled, the days of deer and moose will he numbered, The hill should be killed. **-,V -,w -*^-J -fife J5X&S V) T^. ^KlNQi Habit These young men, the college au thoi ities state, are not city men but are from the farms of Kentucky and adjoining states. They are used to farm work as carried on in the mid dle east. They are strong and used to the work and should make excel lent iarm help. Part of them are graduates of that college in a two years agricultural course, and they know the theory and practice of farming. The secretary of the North Dakota Federation of Commercial clubs at Grand Forks has had a communica tion from .Berea college, Berea, Ken tucky, stating that about 200 of the young men students of that institu tion want to come west to work dur ing the summer season.
