Y., Oct." 24Con- trol of the Philippines by an interna tional council was proposed at the Lake Mohonk conference of Friends of the Indians and Other Dependent Peoples. The suggestion came from A. S. Lanier of Richmond, Va., assistant solicitor of the United States depart ment of agriculture, who spent several years in the Philippines as assistant secretary of the bureau qf justice. Mr. Lanier made it known that he had just submitted his plan to Presi dent Wilson and to the departments of state and war. He offered it as a solution of a problem which he con sidered not only perplexing but men acing and the one of all others most likely to embroil this country with Japan.
