P7 life-' if V*... vtf '.%&** Telaphoy 81 ez Congress Of, March 3, 1878. Better Connections Oh, no. The efficiency commis sion does not propose to. abolish all the examining .board*.the boards for accountants, barbers, electricians, tiorseshoers, osteopathists and so on. Just connect theon up "with the state a little ibetter, says J. S. Pardee, sec retary of the board. In the depart ment of health and safety will be a elerk, who may have other duties al so, any duties the head of the depart ment assigns Mm. He will also be clerk for one or a dozen of these ex amining boards. Wihen a flock of osteopaths are to foe examined, a committee of Qualified osteopaths will be called into, prepare the pa pers, conduct the examination and pass on the qualifications of the ne ophytes. But the work willfoedone in the department, the registration will be performed by a clerk in the department, the licenses will be issu ed from the department. And the accounts will be kept in the depart ment. It is not really necessary to have formally constituted boards. The department of education gets along very comfortably without any iboard of teachers' examiners. When an examination is to ibe held, the superintendent calls in a few people competent to conduct the examina tion and that is all there is to it. But there is proiba'bly no objection to having these (boards, and if the trades and guilds interested prefer to have it that way, quite likely they will be indulged. But to maintain a separate organization and staff for each, that seems wholly unnecessary. To permit them to exercise the au thority of the state without any di rect connection with the govern mentn is not the very best way to arrange it. EDITORIAL EXPLOSIONS Judge Stanton was there with goods again last week, when he re fused to accept the plea of guilty from Frank Warner, who confessed to having set fire to the mill at Be wvidji. If anyone for a single moment thought that the Democrats of Min nesota were going to put a ticket in the-field this year simply because it was customary to do so and with no hope of electing their candidates, the proceedings at the meeting off state Democrats at St. Paul recen^ljy should dispel the idea.
