M., Tuesday, April 24th, on call of Commissioners Hayes, Imsda hl and Ellis, to consider bids for the sale of Beltrami County Bridge bonds. ,..,*,_ All members were present, and the meeting was called to order by Chair man Kako. The bid of Durfee, Niles & Co., of Toledo, Ohio, offering par, accrued in terest, and a premium of $817.00 for $39,000 Beltrami County Bridge bonds, maturing in six to fifteen years, bear ing interest at six per cent, and an alternative bid of par, accrued interest and a premium of $10.00 for the same bonds bearing 5% per cent interest, was opened and read. That being the only sealed bid offer ed, open bids -were asked for by the Board. N bids were made. The following proposition was offered by a representative of the Minnesota Loan and Trust Company of Minneap olis: Bemidji. Minnesota, April 24th, 1917. Honorable County Board, Beltrami County, Minnesota. Gentlemen Referring to the $36,500 Bridge Bonds which your County expects to issue, said bonds bearing interest at 6% per cent per annum, interest payable semi annually, both principal and semi-an nual interest payable at Chicago, 111., or at our office in Minneapolis as we may lat er determine, said bonds to be dated a nd delivered before June first, 1917, to mature as follows: $3&00 June 1st, 1922. $3000 June 1st, 1923. $3000 June 1st, 1924. $3000 June 1st, 1925. $4000 June 1st, 1926. $4000 June 1st, 1927. $4000 June 1st, 1928. $4000 June 1st, 1929. $4000 June 1st, 1930. $.4000 June 1st, 1931. without option of prior payment, bonds to be in the demnomination of $500 a nd $1000 each, we to pay you the par val ue thereof, accrued interest from date of issue to date of delivery, furnish blank bonds witho ut cost to the county, a nd also the services of our attorney with out cost. I is understood and agreed that you will furnish us without charge and prior to the delivery of said bonds in Minneapolis with full certified tran script of legal papers evidencing to the satisfaction of our attorney the regul arity and legality of said issue, and that you will take such steps and pass such resolutions as may be deemed necessary in his opinion to fully establish such legality and regularity. This proposal is made strictly subject to cancellation by us, we to notify your County Auditor at Bemidji in writing or by wire to reach him not later than Thursday, May 3rd, 1917, a nd in the event that we cancel said contra ct we are in no way bound to fulfill said con tract. In case we conclude to complete said contract we are to deposit with the Auditor a certified check equal to 1 per cent of the face value of said bonds, to be held by said county pending com pletion of contract a nd to be applied as part of payment of said bonds. All members were present. Minutes of the previous session were read, a nd on motion duly seconded and carried were approved. Petition of Ole Hengum et al ask ing for a re-survey of Sec. 10-151-31, came up for hearing. It was moved by pennon, seconded by Imsdahl, that R. K. Bliler be appointed surveyor, and time of survey set for Monday, May 21st, 1917. Carried. I the matter of the assessment of expense of survey of Sec. 16-147-32. it was moved, seconded and carried to set a time of hearing for consideration of same for May 8th at 2:15 P. M. In the matter of the assessment of expense of survey of Sec. 34-148-33. it was moved, seconded and carried to set a time for hearing for consideration of same for May 8th at 2:15 P. M. In the ma of the assessment of expense of survey of Sec. 17-146-34, it was moved, seconded and carried to set a time of hearing for consideration of sa me for May 8th a 2:30 P. M. In the matter of the assessment of expense of survey of Sec. 3-147,33, it was moved, seconded and carried to set a time of hearing for consideration of the sa me for May 8th at 2:45 P. M. In the matter of the assessment of expense for survey of Sec. 23,151-31, it was moved, seconded and carried to set a time of hearing for consideration of same for May 8th at 3:00 P. M. The petition of Mandi us Anderson et al praying for the establishment of a Twn in Congressional Township 158- 36 was offered. The following resolution was offered by Commissioner Hayes, who mov ed its adoption: WHEREAS a petition has been made to the Board of County Commissioners of Beltrami County, purporting to be signed by a majority of the legal male resident freeholders in Congressional Township 158-36, and that it be named YALE NOW THEREFORE E I RE SOLVED that the petition be and the same hereby is granted. That the boun daries of said J. own be and the same hereby are made co-extensive with the boundaries of said Congressional Town ship 158-36, and said Town so organized be named. YALL The motion being seconded by Com missioner Ellis, was put to a vote and duly carried. The following resolution was offered by Commissioner Hayes, who moved its adoption: WHEREAS the Town of Yola has been this day organized NOW THEREFORE E I RE SOLVED, that the first Town meeting or said Town be set for Saturday, the 12th day of ivlay, at 9:00 o'clock in the forenoon, at the School house on the NE% of the NWVt, Sec. 17-158-36. The motion being seconded by Com missioner Ellis, was put to a vote a nd duly carried. Moved, seconded and carried to ad jou rn to 9:30 A. M., April 25th. Board reconvened Wednesday, May 25th, with all members present. It was moved by Commissioner Ellis, seconded by Commissioner Lennon, that the Supervisor of Assessments be in structed to work in connection with the vario us Assessors of the County, in the matter of assessing logs, lumber, cedar and other timber products, boats, dredges a nd camp outfits and lodging machinery, and to file a report of his work at the meeting of the Board of Equalization in July. Carried. It was moved by Hayes, that the ap plication of J. P. Omich praying for the reduction of the assessed valuation of Lot 3, Block 17, Original City of Bemidji, be reduced to the exte nt of $1,500. There being no second, the mo tion was declared lost I was moved by Imsdahl, seconded by Hayes, that the application of J. P. Omich praying for a reduction of valuation of Lot 3, Block 17, Original Citr of Bemidji, be granted to the ex tent of $1,000. Carried. I was moved by Ellis, seconded by that the application of Gertrude Weber for a reduction of valuati on of certain lots in Auditor's Plat No. 4 be rejected. Carried. A committee of the citizens of Be midji appeared before the Board to urge a moveme nt for the improvement of the Jefferson Highway, and it was moved, seconded and carried to invite the Town Boards of the towns of Norther n, Eckles and Lammers to meet with the Board on Thursday, the 26th, to complete ar rangements for the observation of the efferson Highway Good Roads day on Tuesday, the first day of May. The report of Henry Pfund, Super visor of Assessments, in the matter of the application of SteLa Minton for re duction of valuation on certain lan ds in Sec. 29-151-31, a nd showing a full a nd true valuation of $3,584 for the timber thereon, was received and filed, and on motion duly seconded and car ried', said application was rejected. The following resolution was offered by Commissioner Ellis, who moved its adoption: E IT RESOLVED, that the County Board of Beltrami County in session this 25th day of April, 1917 hereby make application for an allotment of $40,000 from the Federal Aid funds of the State, to aid in the construction a nd improv e ment of the Jefferson Highway leading from the limits of the City of Bemidji, west to the County line the road from Pitt, sou th two miles, west one mile a nd south ten miles the road south from the Village of Kelliher six miles along the line of the Minneso ta & In ternational Ry., to the Village of Funk ley, and west to connect with State Rural Highway No. 12, during the years 1918 and 1919. E I FURTHER RESOLVED, That, providing Federal Aid is granted in the above amount by the State Highway Commission, the County Board does hereby agr ee to construct such project as gravel sunaced roads, according to the requirements of the State Highway Commission a nd the Secretary of Agri culture, the estimated cost of said im provement being $80,000, and to that end do hereby appropria te the sum of $40,- 000 from the County a nd State Road and Bridge Funds to meet a pa rt of the expense of said construction. The motion being seconded by Com missioner Hayes, was put to a vote a nd duly carried. Moved, seconded and carried to ad jou rn to 9:30 A. M., April 26th, 1917. Board reconvened April 26th, at 9:30, and immediately adjourned to 1:30 P. M. in order to attend the hearing on Judicial Ditch No. 39. Board met as per adjournment at 1:30 P. M. with all members present. I was moved by Ellis, seconded by Lennon, that the motion of February 13th, 1917, appropriating $300 to the Town of Port Hope for the repair of State Road No. 6 in Sec. 28 of that town, be amended by adding the words 'pro viding that said Town shall appropriate $150 for the sa me work in addition to me County appropriation." Carried. It was moved by Hayes, seconded by Ellis, that Commissioner Jmsdahl b-_- appointed a committee of one to attend to emergency matters of Roads and Bridges, and of oor in Unorganized Towns of his district.
