With the text of the American note was made public Great Britain's ad interim reply, saying that Great Britain must consult with her allies be fore answering finally, but indicating that there will be no 'unnecessary delay. * The American note is in the form of a memorandum to Ambassador Page at London instructing him to file "a formal and 'vigorous protest."
