grand jury returned a true bill against J.
H. Lloyd and C. L. Wilson.
Mr. A. B. Galloway was in Columbia
last Saturday as a witness in the U. S.
court, which was the cause of his place of
business being closed on that day.

to March 10th, in order to give the people
a chance to borrow the money to pay their
taxes, but we would advise everybody not
to take any chances and to settle their taxes
as soon as possible.

Last Monday night Adam Fouse, colored,
was the recipient of a knock down argu
. mient on "May-be Hill" on the outskirts of
Manning. Fouse was badly wrecked and
went to the doctor for repairs. He claims
that he was knocked down and robbed,
and does not k-now whether the blow came
from a cyclone or some fellow that had a
grudge against him. "May-be Hill" is .a

The theory that the low price o
otton has been caused by over-pro
dnction has not a leg to stand or
since the government's report of the

asoning faculties. It is convenient

plausible. The weakest mind cai

There may be over-production o
otton-Mr. Neill says the crop wil
go above 10,000,000 bales-but no
body knows that there is over-pro
duction. If the government's acreagi
statement is correct, the crop eanno
go much above 8,000,000 bales-an<
this estimate makes due allowance
for an irncreased yield as the result a

Should the crop go to 9,000,000 bale
the supply would about meet th
world's consumption.
But surely no one will contend tha
41-2 and 5 cents is an adequat
price for a 9,000,000 bale crop. I1

Why should the crop of 1894-95 b
worth more than $12.50 a bale les
than that of 1891-2? This repre
sents a loss to the farmers and busi
ness interests of the South of $1 15

The remedy, and the only remedy
is to increase our supply of primar;
money. If we could double our per
manently available stock of gold, tha
would be a partial remedy. As w
cannot do that, we shall have to re
monetize silver and make it the uni
of value. Otherwise there is no es
cape from the condition that the peo
pe find so oppressive.

Pigeons Not Guided by Sight.
Numerous experiments made b:
balloonists have proved that pigeon
are incapable of flying at any grea
height. Birds thrown out at 6,004
meters fell like dead, and even at th
moderate height of 300 meters pi
geons liberated by the balloonist Gas

Governor Evans Takes the Cake.
y A magnificient specimen of the confec
6e tioner's art was seen at the Governor's
Le Mansion last night. It was a cake weight
d ing 300 pounds which was presented Gov
d ernor Evans by Mr. Henry *A. Meyer of
e Charleston.
Le Mr. Meyer, acrounpanied by Messrs. W.
Le J. Mott and J. T. Forbes, brought the cake
s from Charleston yesterday and last night
,- at 11 o'clock they in company with several
tS other gentlemen repaired to the Mansion,
when the presentation was made. The
d party was composed of Messrs. Meyer,
.e Forbes, Mott, Senator Mayfield, Represen
it tative Cooper of Colleton, Senator Jordan
and Sheriff Morrison of Berkeley County
t- and others. They found ex-Governor Till
o man, Governor Evans and the ladies of the
I- household awaiting their arrival.
P Senator Mayfield made the presentation
in a few brief and happy remarks on behAlf
of Mr. Meyer. Governor Evans replied
appropriately, thanking Mr. Meyer warnlv
t for this expression of his esteem and friend
ship, and after the interchange of a few
courteisef the presentation party took their
departure.
S The cake is an exact representation of
a the State Capitol. The detail word is faith
e fui in every particular and from a distance
I one might imagine that he was looking at
the State House itself. The columns, para
pet cornice, windows, doors, steps and
sculpture and ornamental work on the
building is reproduced in miniature with a
degree of skill and perfection that is de
lighful to behold. The dime-nsions of the
- cake are about three feet long by about two
1 wide. Three hundred pounds of every
y thing good that in rich black fruit cake
is covered by an inch of snow white icing.
r it contains 12 pounds of fruit alone and
one gallvn of brandy was used in its mak
ing.
Mr. Meyer made and ornamented the
cake himself. He was several days in pre
pairikg it. The greatest care was used in
its tansportation, a frame with four
handles bore the ctk.,, over which was a
cover bound with iron hands. It required
the united streni of four men to lift it
and put it on the train. Upon reaching
this city it was loaded in a spring wagon
and delivered at the Mansion. Not the
slightest damage was sustained in the
I transportation and upon lifting the cover
it was found as intact as when it was

A good way for the taxpayer who
as iuch property to return, is to
ake a numeration of the number of
horses, cattle,mules, sheep and goats,
ogs, watches, organs and pianos,
buggies, wagons and carriages, dogs,
erchandise, machinery, moneys,
otes and accounts, (above indebted
ess) furniture, &c., which will save
the taxpayer time, and enable the
assessor to progress in the work.
Taxpayers return what they own
All personal property, must be
returned th's year.
Assessors and taxpayers will enter
the first given name of the taxpayer
n full, also make a seperate return
for each party for the township the
property is in, and where the tax
payer owns realty, to insert the past
ffice as their place of residence, and
those who only own personal prop
rity, to give the party's name who
wns the land they live on as their
residence, wvhich aids the taxpayer
s well as the county treasurer in
aking the collections and prevent
ng errors.
Every male citizen between the
ages of twenty-one and fifty years
n the first day of January, 1895, ex
ept those incapable of earning a
support from being mamied, or from
ther causes, shall be deemed tax
able polls.
All the returns that are made after
he twentieth day of February will
have a penalty of 50 per cent, added
thereto, unless prevented by sickness
r out of the county during the time
f listing. Not knowing the time of
isting is no excuse. And all owners
f real estate, might do their tenants,
who cannot read, or take a news
paper, a great favor by making their
returns or telling them the time of
isting, and that if they fail to make
their returns in tinie that the v-alua
tion has to be increased 50 per cent.
unless they have a good excuse.
The assessing and collecting of
taxes is all done now in the same
year, and we have to aggregate the
number and value of all the horses,
attle, mules, &c., as well as the acres
of land, lots, and buildings, and their
value, that there is in the county,
and have same on file in the Comp
troller General's office by the thir
tieth day of June each year. And
from that time to the first day of Oc
tober each year the auditor's and
treasurer's duplicate has to be com
pleted and an abstract of the work
in the Comptroller's office by Ithat
time, which will show at a glance
that the auditor hasno time to take
in returns or do anything else much,
between the first day of March and
the first day of October each year,
but work on the books and blanks.
Therefore I hope that all taxpayers
will do us the favor of making their
returns in time.
