THE TROY HERALD, WEDNESDAY, JANUARY 10, 1877. TROY HERALD. WEDNESDAY, JAN" Y 10. 1877. THKO. U. FIRMER, I 4i.ara Gov. Phelps wu Inaugurated Mon ly, . Louilana I wrestling with two leg islatures and two governor. We give llio aubilanco of Gov. Hardin'! messago In a summary front the St. Louis Republican. "Gov. llurtraurt of Pennsylvania in his mcsssgo makes no reference to national allalrs," says a Harrodsburg telegram; but we supposo he still hold Ihoso fifty thousand sccrci league soldiers in rcadiuces tn sup port the Chandler-Mortoti-Graiit con spiracy. Morton thinks ho has found a marc's nest, becauso the Democrats ol Oregon raised three thuustind dollar to pay Elector Cronln' expense to Washington City; yet ho sut back on his decayed, rotlou hulk, and takes in hi mileago with sanctimonious satisfaction. Xach Chandler is growing terribly warlike. Ho is reported as eaylng that tho lower houe of congress would bo arrested if it attempted to fleet Tilden after tho vice president had declared Hayes elected. Znch and his co-conplrltor might dis rover that they had a white elephant on their hand if they attempted the enforcing of such an order. Wheeler wants tho vice presidency bad. He Is one of the row men in the country who doesn't want any in vestigation, and henco denies the light of congress lo question tho ac tion of tho Loulslina returning board. He says tho action of that delectable mob is linn). What are wo to think of a man who would accept the vice presidency, against the will of the people, from tho hands of such a set cf scoundrels? Wheeler saya ho is opposed to any compromise of tho presidential ques tion. Soaro we; there can be no legit imate cttnpromlsc between truth and falsehood, right and wrong. Tilden and Hohdrick have both been fairly elected, and any patched-up trado to deprive either of them of tho position to which he 1 elected, would bo an outrage that the people should, and vc believe will, rebuke. The legislature of this stnto organ ized last Thursday by tho election of Senator Morrison as president pro. fern, of tho senate ; and tho election ot linn. John T. Williams of Macon n? speaker of tho lower house; Geo. N. Nolan of Kansas city, speaker pro. tern., and Genrgo W. Framo of St. T.ouls, chief clerk. On assigning tho chair Mr. Williams delivered a few abort and impressive remarks, thank ing the members for the honor con ferred, and promising an honest and faithful dlsehargo of the duties of i-peaki r. In his report Superintendent Shan non makes a suggestion regarding the investment of the public school fund of tho state, which strikes us as being both beneficial and practical. Tho law now requires that this fund shall bo Invested either In Missouri state or United Slates bonds; aud it is now invested In tho former. As these bonds become due, they aro paid, aud It Is necessary that the amount paid shall be re-invcslcd In one of the two named classes of bonds, Both at present are quoted abovo par, and so a thousand dollars of the school fund would not purchaso a thousand dollar bond of ellhordeuomlnatlon. To in vest In these then, it Is very clear, would materially lesson the sobool fund. Dr. Shannon, to obviate this, suggests that tho state tako up all the bonds now held in tho school fund, mill lue Instead a consolidated bond i r the oiillre amount of the bunds In whluh I ho school liiuil is now Inves ted, such bond to be payable at some minute period of time. This plan would preserve (ho school fund bettor flian any other plan wo hnvo yet honed suggssled, aud it would bo well for inn legislature to give lis atten tion to the matter. THE POLICIftift OF TIIETW PA It. TIUS). The Itcpubllcau party has been making war upon the essential prin ciples of this government through the whole period of Its control ol public affairs. It la not a party of the constitution, but opposod to tho cnnitullnn. It Is not a party of law and order, but opposed to law and or der. It Is not a party of wise states manship, but opposed to wise states manship, in the interests nt selfish and corrupt party rulo, appenllng to might against right, a law unto itself. Tho lenders appeal to a higher law than tho constitution of their coun try. In tho name of loyalty, God and humanity, they hive subverted the government aud made it a mere ma chine, run In behalf of rings and cor pnratlons, that aro consuming the substanco of the pcoplo who pay the taxes and bear tho burdens Imposed upon them ; the people are working meekly under tho yoke ol their mas ter, hen lug the wood and drawing the water, sweating, bleeding, slaves to the hlntant demogngucs who Haunt tho bloody shirt, stir up sectional strife, split their throat crying rebel lion, they themselves being the rank est rebels against the laws of their country and of high heaven. Grant, in his Into tetter, messages and conversations, shows himself the miserable despot that ho has over been. He prostitutes his high posh lion to tho base purpnso of traducing the pooplo ot tho South, and exciting those prejudices that ho conclevcs nccessnry to pnrly succos. Is thcro no spirit of fellowship, no generosity, no plly? Shall tho people of the sunny South, whoso statesmen and soldiers have shed luster upon n com mon country in pearo aud in war, never, never find relief from negro aud carpct-bng domination ? "On what moat doth this our Cassar feed that ho has grown so great?" that ho should "cry havoc ami let slip tho dogs of war ?" tlint ho should scud messages and Ussuu prouuuciaineii toes, with I he evident purposo of holding in vilo subjection thoso peo plo whoso only crimo is that they are unwilling to sustain him and his party, whose profligacy and iiilsrulo aro bankrupting and disgracing tho country. Wherever tho Democracy have gained control, wo fludpoaco, a return to industry, economy and prosperity. Tho prlco those monster leaders are willing to pay for Rcpub lican rulo, is anarchy, strife, confu sion, degradation of the whiles In whoso veins courso the blood of a no ble ancestry. What Is tho record of the cloven years of Republican administration sluco tho unfortunate war? Have their policies tended to reunion aud rehabilitation ? Havo they not rather tended to crushing out the spirit of manhood In tho South, and to the breaking down of all their material interests ? Why shouldn't their intel ligence aud industry ba brought into requisition under the benign influ ences of good government, to restore confidence, "build up the waste places aud put all sections upon the footing of equality, that by judicious co-operatlvo management all may get out of debt and be once moro free and happy? Their industries wero once tho great source or our wealth as a nation. To I hem wo may look for vnlunblo assistance now, If we are wise and just. Stimulate Immigra tion there, enforce economy and re form bore. Then we can return oro long to specie ; then thero will be a market for western products ; then thcro will be employment for labor; then thero will be use for capital ; then thero will bo peace, Industry and contentment, Istead of the hard times, the debauchery, the misery of the present. Tho constitution has been suspended by the 11 td leal party ; sovereign states have been stricken down by military power: elections have been (an led by tho bayonet; congressmen hnvo been driven out ol the national legislature by fraud and violence, because of their polltlcHl tallh; the slates of tho South hnvo been denied tho privilege of sell-gov- orumcut; the wrlt.itinberu corpus has been suspended for party purpo- ck; tho supremo court hat been 'packed in the interests of party ; the j government hus been robbed by the highest officials; tho highest crlmos have been winked at oh account or the criminals' partv connections 1 heso facts wo believe uo man can truthfully deny. They should bring the blush of shame to tho checks of every man who still adheres to thl roally anti republican party, aud blows about saving the govcriimiiut. TIIK HIIX-ATIO. Tho political prospoct acorns to ho moro cheerful. Tho extremists of tho Republican party arc yielding. It appears that the monstrous as sumption, that Ferry, tho president of tho senate, has tho right to receive or reject tho votes of tho states, tins boon abandoned. Tho joint com mittee of tho senate and houso havo not reached any conclusion as to tho plan for counting the electoral vote. It is uncertain how long it will tako them t) scttlo this question, involv ing many complications. If the mat ter is to be decided by tho two houses in joint session, tho question is, How! Tho Republicans may say, It is nec essary to havo tho concurrent vote of both houses to reject any returns. The Democrats may claim that it is necessary to havo tho concurrent vote of both houses to aocept any returns. Another question is, Which of tho double returns from four states shall ho counted! Another question is, What constitutes a "majority of the whole number of electors appointed?" One hundred mid eighty-five make a majority if nil arc counted. Hut if the vote of any ono stnto is rejected, the Aggregate will bo reduced. Will this not reduce tho number necos!ury to make a majority I Tho congres sional investigating committees sent to South Carolina and Florida havo concluded their labors. It is under stood that thu South Carolina com mittee will report tho Hayes electors elected and tho Democratic state of ficers. Thu Florida committee will report tho Tilden electors elected and thu Democratic statu officers. Gov. Drew hns been peueably inaugurated. Gov. Hampton of South Carolina seems to he recognized and supported by tho people. To him they will pay tho taxes. Thero arc two gov ernments in Louisiana, with matters very much mixed. Four hundred of tho merchants and tux-payers havo agreed to pay tho Nichols' govern ment (Democratic) five per cent, of thu year's taxes in advance Tho Republican's Jefferson City correspondent gives a clear cuso of Itcpubllcau bulldozing in this slate. Maj. Rush of Webster county con tests I ho seat of Mr. Walluco, who holds the certificate as senator elect from that district. Shorlft Johnson of Webster county is authority lortho statement that some days ago Rush sout Col. Wisby, a lawyer of Mars field, to Ave, In Douglass county, for tho purpose of taking depositions in relation to irregularities In the elec tion thero, when certain Republican officials, who It Is alleged were fraud ulently declared elected, gathered a drunken mob and by threats aud a liberal display of bowie-kulves suc ceeded in driving Wisby away and prevented an investigation of the frauds. It Is said that in somo pro ducts In Douglas county tho polls wcro kept open two days and about two hundred more votes cast than there aro voters In the county. Dr. Shannon, our state school su perintendent, suggests to the legisla ture in his report, the memorializing ot congress to pass a bill donating a portion of tho receipts from tho sale of public lauds, to the cause of popu lareducatlon throughout the country. Tho Doctor very correctly assumes that as tho general government hns fostered monopolies and bestowed our land with lavish prodigulliy upon rnllrond corporation, it u now limn thu peoplo werodorivlng some beni'llts (herefrom, and that Jho chil dren of the country, who In many In cslllles urn 111 v provided with educs- ilninl advantages, should receive Home. rtiniili'i!tiIoii -at lite hands ol the government. TheDomocralc central coininltteo of this state ha resolved that it Is not necessary to call a convention ; that tho Democratic majority at the late election Is the best evldenco of the senllmonls of the Democracy of Mis sonrl. This may ho wise, but there Is some doubt of It. Tho consplra tors are Ignoring tho expressions of tho people made at the ballot box, and those expressions should bo em phasized by rousing Indignation meetings in every atato In the Union. Concert of action is needed. Tho Porte is regarded as rather obstluato aud uncompromising on somo points. Muultions or war are being shipped from this country to Europe. We can much better af ford a war there than at home. The revolution in Mexico resulted in placing Diuz in tho presidency In stead ofLcrdo, who was duly elected. Shall we put in a president u la Mex ico? Gov. Ilnrdln on National Affair. Our estimable ex-Governor, whose term of office ha Just expired, In his lust message to tho legislature, closes with tho following sound, patriotic and noble sentiment concerning thu presidential complications: It is perhaps fortunate that the leg islative power otihe statu Is now in session to asert the will or tho peo ple in the possible trouble growing out of Ihclule presidential election. lour presence will relieve the execu tive from any special review of this subject, as your expression, whutever u may ue, win more uuthorltively embody this will.
