inauguratingan educa tional campaign which shall 0 ulti mately lead to reformation of unjust tax laws of the State the interest becomes more and more manifest Prof J W Porter who is laboring earnestly in behalf of the movement yesterday received a message from Lieutenant Governor W H Cox op pressing his interest in the movement arid stating that he will attend the meeting to be held in the Circuit Court room tonight S Mr W H Mackay of Covington chairma of the Taxation Committee of the Kentucky Bar Association has also expressed his desire to attend the meeting meetingMovement Movement Important Mr W 0 Davis of Versailles who was a delegate to the International Tax Congress held at Toronto last year says that he feels that the movement is State wido inI impor tance Also Mr William A Robinson son of Louisville who likewise was a delegate to the Toronto Congress is expected to attend In addition representative citizens business men lawyers merchants farmers and members of all professions Cuba When the Spaniards Left it He de scribed the financial social m r l an intellectual degradation of the cuban people under Spanish oppres sion Hewas present at the time of the Spanish evacuation and gave an account of Some of the stirring scen es of that important event He strongly praised the United States government for that which stands out as the most conspieious national act of a provide for the thirteenth and subsequent de cennial censuses which had been partially discussed at the last ses sion sionThe The consideration of the bill led to a discussion of the civil service This came up on an amendment offered by Mr Gillett of Massachusetts the effect of which would be to exclude from the noncompetitive examination required as the basis of appointment messengers assistant messengers messenger boys watchmen unskilled laborers and charwomen Mr Gillett took occasion to condemn the present plan of appointing clerks in the cen sus office by noncompetitive examina tion These examinations he said I ought to be competitive and not farcese The system of appointments prevailing pre I proposed to continue of determining I the fitness of an applicant and then leaving it to the judgment of the di rector of the census to make the se lection regardless of the ratings ob tained was defended by Mr Crum packer of Indiana who remarked that the various civil service
