Panama Feb 2That Mr Taft is
acting as pacificator in tae strong

at times has been very marked is
shown by the fact that the invita

Amador and President Obaldia have
not been on friendly terms for a long
time because bf political differences
Mr Taft wishes to make it plain that
his cordiality is toward Panama as a

political faction and he has endeav

men and all parties in the same cor

Both sides of the controversy which
has arisen through the commissary
system will be given a hearing but
he will make no recommendation
with regard to the treaty which re

out doubt the commissary will con

Prior to the visit of Mr Taft and

Custom of 15th CenturyI v
IThe custom was instituted by Geld
sins iii the latter part of the fifteenth
century In many respects it resem
bled some of the pagan celebrations
and particularly that of the pagan
Februalia which was held at about
this same period
In fact the Candlemas day eels >
I bration is a substitution of the Febru
alia which furnishes the only logical
reason for the use of the candles in
the festivities attendant
I February has been dedicated to the
I infernal gods by the Gentiles because
i at its beginning Pluto stole Prosper

rescued her at night and carried
lighted candles The Februalia cele

the celebrants carried lighted can

Scotland though that the groundhog

observed as one of celebration in
weather prognostications Many of
the rhymes that one hears about thtt

Scotch In Scotland on this day it is
a custom for the children to bring
presents to the teachers Each tries
to rival the other in the amount of
