Why Officers of Seventyfirst
New York Were Branded
Inquiry Board Makes a Report
4
Long to be Remembered No
Leaders For Brave Men
HAULING FRUIT
2Jew York May 9 To the breasts
of Col Wallace A Downs Lieut
Col H Smith and Maj John H
Whittle of the Seventy first Regi
ment National Guards of the State
of New York a courPof inquiry has
pinned badges of disgrace
Downs and Whittle have avoided
some of the punishment by resign
ing Downs left the regiment last
November and Whittle got out last
week Smith remained to face the
bouncing board as the board of
examination is familiarly known
It is a terrible arraignment that
the board of inquiry composed it
self of volunteer officers presents
against three skulkers who hid be
hind blankets and behinds trees
and refused to take their men into
action although peremptorily so
ordered by their commanding of
ficer
The court which was convened
on December 31 1898 made public
the evidence laid before it together
with its findings opinions and rec
ommendations
The reports show that there
were men in the ranks whose brav
ery can not be questioned who
pleaded to be taken into action but
there were no officers to lead them
There is indisputable proof that
these officers feared the Spanish bul
lets and as Gov Roosevelt says
On no possible theory can Col
Powns conduct be justified If his
men had behaved badly there would
have been a poor excuse for it but
his men did not
Itinj Whittle retired to the rear
and stayed there until dark when
he came forward with Col Downs
Lieut Col Smith stayed as ig
nobly inactive as his chief

INCREASE IN SALARY
Dr C H Nash Gets a Nice Little
Raise This Year
The Baptist church has again
called Dr C II Nash as pastor for
the year beginning this month and
his salary was increased from 1
500 to 51600 a year Nothing but
the inability of the church to make
the larger increase on its present
subscription roll kept it from mak
ing Dr Nashs salary 2000 As
it is he receives one of the largest
salaries paid ministers in the city

Latest Thing In The
tion Line
All Lines Between Boston and
Chicago to go Into Consolida
tion
Cleveland O May 8 The Lead
er says Accordingtoahighomcial
of the Vanderbilt lines in this city
the details of a big railroad trust
which will include all the lines be
tween Boston and Chicago are now
being worked out and the consolida
tion may be completed within the
next few weeks
It is not the purpose to have all
the lines under the same manage
ment exactly but apportion them
among the Pennsylvania and Van
derbilt interests and the Baltimore
and Ohio company when it has been
recognized giving each the system
of lines it can use to the best ad
vantage
The purpose for the consolidation
is said to be to prevent rate cutting
and accomplish practically what
the Joint Traffic association was or
ganized to do
