United Spates are desirous of im
proving the public highways of
Christian county and above all

things to make them in their im
proved condition absolutely free of
toll It is Useless to call your at
tention to the fact that in every
community those people who are
onlyt
with enlightenment but w th civil
zation are devising by which
this object caq be accomplished as
economically as possible with in
1liltle taxation as possible and
de
having iiiview the rights of all the
people and the betterment of their
condition no matter in what sec
tion of the community geographi
cally speaking they may reside
We hold and maintain that the
present system by which toll is al
1e
iowed to be required of the people
on some of our roadways and on
the other the use of scrapers and
other temporary improvements are
employed is not only unjust to the
people but an absolute squander
ing upon their part of money which
would build equip and maintain ac
magnificent system of public
thoroughfares absolutely free of
cost to the traveller For these
reasons we have secured from the
Fiscal court of your county the
right to submit to you at the coming
election a proposition to vote bonds

Under the constitution only a
certain amount can be issued by
the Fiscal Court and in Christian Co
the amount of bonds and availa
ble is from ninety to onehundred
thousand dollars We have made
careful estimation and we find that
with this amount in bonds the say
ing by the fiscal covnt on the levy
of this year and next that said
court would have at its disposal a
sufficient sum to parchase and
make free every mile of pike now in
the county and at the same time
build an equal amount of new pike
on throughfares not thus favored
And wepropose and we so stated
at the time we presented this mat
ter to the fiscal court that said
body should whenever they pur
chase any number of miles of pike
from the owners thereof that they
should at the sane time let the con
tract for anequal number of miles
ot new pike on roads which are not
now macadamized In brief our
purpose is to have the moqey in
vested equally distributed on every
road North South East and West
turnpikes being built on the roads
not now piked and acquired on
fairest terms where tollgates now
exist
And now upon the question of
taxation to accomplish all that we
contemplate would only involve at
the very uttermost under the Con
stitution an increase of seven and
a half 74 cents on the one
hundred dollars worth of property
The man who only pays a poll tax
would not have to pay one cent
the man who pays on live hundred
dollars would only pay thirtyfive
35 cents per anum and the man
who lists for taxation a thousand
dollars worth of property would 4
only pay seventyfive cents 75 t <
per anum And for this we could
secure a magnificent system of
turnpikes North East West and
S uth and could travel them with a
consciousness that they were ab
solutely free of toll and that the
title vested in the people who
could transmit it to posterity as
a blessed heritage Wont You
