to notify tho Spanish authorities
that tho Amorican flag will bo raised
over tho island to-day.
In accordance with thoso instructions
tho Spanish Commission was
formally notified that on day named
tho Americans will tako full charge.
This knowledgo rellovos tho strained
relations betwoon tho Spanish and
tho Americans. Tho uncertainty
ozisting has had a very disquieting
effect. American occupation
is tho only thine needed to insure
peace throughout tho island.
A number of Spanish soldiers and
Porto Rlcan, while drinking in a cafo
at Areclbo, on tho north coast west of
Porto llico, on Sunday, became Involved
in a quarrel. Tho Spanish
withdrew and armed thomsolves and
then returned and flred into the
crowd of unarmod civilians, killing

The case was ably fought on
both sides. Tho jury was givon tho
caso lato Monday afternoon, and returned
a vordict Tuesday afternoon,
sentencing to the penitentiary for six
years. On application a new trial
and. change of vouuo was granted. ,
