The quest ion become pertinent
when one sees in the press that
Beatrice Kramer, wife of Charles
N. Kramer, under pressure of thd
police department in Chicago, con
fessed that her husband had killed
Sophia Sincor. Ono's first sensa
tion on reading tho story is of re
lief and thankfulness over tho fact
that the guilty has" been discovered.
But a second thought comes. Guil
ty .as Kramer may bo, of what value
generally is a confession wrung by
fdrwi How many peoplo will
confess to acts they have never
committed in order-to escape cruel
treatment, to bo through, once for
all, with day after day spent in
misery? Many, wo think. And
in this case, tho poor shrinking
woman, after days of mental and
perhaps physical anguish, betrayed
her husband. Glorious victory for
tho police. Wo call ourselves a
civilized nation and .thank God
daily that wo are not as tho peoplo
of the Middle Ages qnd earlier
were. But are wo so much im
proved in respect of the third de
gree? Take up any histoiy of
England, France or any other na
tion and wo shall find tho "third
degree" was used by tho "police"
of bygono periods in order to ex
tort confessions. Tho rack, the
thumb screw, the boot and other
devices were used to make tho sus
pected one confess. Time after
time the anguish of the tortured
victim was so great that he cried
aloud, "I am xthe guilty man" in
order to get some brief respite
from terrible suffering. Of what
value was such a confession?
Of what value today is a confession
wrung from a prisoner by a refined
system of mental treatment, as ex
quisitely cruel as tho rack or the
boot ever were? The third degree
should go. It brutalizes the officer
who uses it and is a thoroughly
unreliable means of getting at the
truth. Ex.
