Washington March 1 The Rivers and Harbors Committee has agreed to an ap
propriation of 1000000 for Houston Ship Channel S300000 In cash and 700
000 contract appropriation unconditional to develop the channel from Galveston to
Harrisburg uniform depth and width Reexamination above Harrisburg will be made
to determine best place to end the channel T H BALL

with the exception of some details to be arranged Monday The Texas items are as

Named in the bill as Galveston ship channel and Buffalo bayou
The following surveys are authorized
Galveston harboi Plan and estimates as to best methods of proteetlnr the port
from excessive storms Sabine lake and Neches and Sabine rivers Survey and esti
mate for a channel twelve and twentyfive feet deep respectively from Sabine Pass to
Beaumont and Orange
Cypress b3you Plans and estimates of cost to secure navigation from Jefferson to
Red River
Sulphur river Survey and estimate for four five and sixfoot navigation from its
mouth to Sulphur Station
Guadalupe river Survey and estimate for light draught navigation from San
Antonio bay ftnrfto Victi second above Victoria as far as practicable
Matggcirda and LavleJ bays For a channel nine feet deep tnd 100 feet wide be

St Charles bay Plan and estimate for the removal of reefs which now obstruct
navigation
Representative Ball had the following to s y The appropriation for the Jetties
at Galveston is 250000 more than tht estimate of the chief of engineers of the amount
which can be probably expended before the next bill is framed The survey and
estimate ats to the best method of protecting the port from storms was put in but
the committee expressed themselves as intending to give Galveston the benefit of the
government engineers experience and scientific opinion in the matter without holding
out the idea that in the opinion of the committee work in the way of protecting a port
from storms was proper to be provided for by congress
The Buffalo baou appropriation of on million dollars it absolute and not eon
ditional upon a resurvey as was tht six hundred thettsand dollars in the bill thai
failed This appropriation will be used to provide a channel of uniform depth from
Galveston jetties to Harrisburg which is the end of section two From Harrisburg
ti Houston will be reexamined to determine whether the channel shall go to the
fool of Main street or be stopped at some point short thereof and if so at what point
Colonel Robert and all the engineers have stated to the committee that the
channel should not be carried as far up as the foot of Main street as money could be
saved and alj commerciaTTesults could be secured by stopping short of that point
The Trinity river appropriation will be expended from the mouth to section one
near Dallas and a reexaminatlon has been ordered to determine whether by ex
pending four thousand dollars on section sne from where East fork joins tha river to
Dallas will give eight months navigation the question having been raised as to the
sufficiency of the water supply In that section of the river

coming from Beaumont and Orange by the owners of the canal
The appropriation for Aransas Pass will be applied to the construction of tha
jetty begun by the Aransas Pass Harbor company but the jetty will be built much
stronger with the view of trying the Haupt plan and if that does not give the results
desired the south jetty will then be built as planned by the government engineers In
other words the Haupt plan will be built on the government plan as to strength and
dimensions and the Haupt plan given a fair trial without in any way jeopardizing tha
interests of tlu people who are anxious for this improvement
The appropriation for Cedar bayou also makes the new dredge now on the coast
of Texas available for this work
The fifty thousand dollars from Velasco to Richmond and mouths of adjacent
streams is a part of the coastwise navigation project such as Clear creek Double
bayou and other streams which come into the bay along the coast and for which the
dredge boat was constructed It also provides that thirty thousand dollars may bi
expended in purchasing the canal from West Galveston bay to the mouth of the
Brazos if the owners will sell at that figure and the secretary of war deems the pun
chase advisable
The Red River appropriation was the result of a protracted effort by Judge Step
pard and Mr Randell who were confionted by an adverse report made lately by tha
government engineers While the amount is not large it gains recognition for that
portion of Red River in Texas which has long been dropped by tlte government and
it is hoped substantial results may come from this and probable future concessions
1 feel very grateful to the members of the Texas delegation who have rivers
and harbors in their districts for their active and intelligent help in caring for the
Interests of Texas And those members of the delegation without pereonal interest in
the result who have also given their moral support which adds to the effectiveness
of a united delegation Texas has more new projects reeognized in tht bill than any
two or three of the other Stales and thereby secures an adientaceotu position
more important than tha question of amount as once adopted future appropriations
are much easier to secure
The aggregate amount to Texas 87oooo while not so large as contended for
is quite substantial and remarkably satisfactory
The total carried by the bill completed today is 60700006 OPihis total 34000
000 is in cash and 36700000 is in continuing contracts available July t 190s Tha
total is about 3000000 more than the bill which was talked to deathduring the final
hours of the last congress A new departure in this years bill isthe grouping of a
number of small rivers and harbors The surveys have not been completed but among
those already inserted in the bill is that of 200000 for the surveyof the proposed
deep water channel from Lake Michigan to the Mississippi river utilizing the Chicago
drainage canal and thence to he gulf
