would be pushed to their utmost capacity
to construct two battleships each and oth
ers are overcrowded with government work
there Is a feeling among a number of naval
officers that they would rise to th occa
sion aud If the building program suggested
by Mr Joy were spread over eight or even
over six yeans It could be completed to the
satisfaction of Ihe naval authorities In
this connection It should be borne In mind
that It takes nearly four years to build n
battleship
Itut despite the opposing views of naval
experts as to the necessity of radically
augmenting the licet at this time the Ideas
of those who take the negative ou profou

a willingness to make Immense preparation
