Balclgh. J>J. C, January 9 --The House j ha's set its coulter deep in the land of I investigation. What the plow will turn ' up remains to be seen. The resolutions Introduced Satfirday [ leoking toward an investigation, begin with the Governor, cross the hall to | the Treasurer's office nml then go down I to the north ond of the ca pltol and take j a turn nt tho Secretary of State. . The resolution concerning the Oover- | nor is a joint resolution. Introduced by ! Mr. Justice, of McDowell. It calls on ) His Excellency for his reasons for sux>- | pending the Wilsons from the ofllce of j Railroad Commissioners, together with I the evidence and other papers in the case. The resolution is as follows: Resolved, by the House of Represen? tatives, the Senate eonrurring, That a committee, consisting of three members of the Senate, be appointed to wait on the Governor and ask him to present to the General Assembly within the next live days from the passage of this reHClutlon his reasons for suspending .1. w. S. Otho Wilsen, who claims still to he Itallrond Commissioner, has resign? ed. <>n Saturday his resignation was sent t" the Lloutenant-Governor and I the Speaker of the House, | Tin re is t'ne hopo on the part of otho that 'he Legislature, which has no love! for Russell, will overturn the Gover n ir'H action suspending him from of? llce if they do not thereby run the risk 6t seeing him again installed as Rail-j road Commissioner, lie knows that hol can never serve again, and he has de? cided that it will bo a master stroke j to tender his resignation, resting tils hppllcntlon for reinstatement upon a simple demnnd for salary, 11.' thinks the Legislature will d< clare Major Wil? son entitled to the salary during sus? pension, and he is trying desperately to get Into the same boat with Major Wil? lie n. There Is some division of sentiment j nS to whether the Legislature will re polve itself Into a jury to try the ease after hearing the Governor's state? ments, or whether it will remand the cr.se to the courts whe:o a regular jury will pass upon the evidence. Very lit? tle has been said about the matter and no definite policy can be predicted. THE SCHOOLS. There Is considerable opposition among the Democratic members of the Legislature to the bill to amend the Constitution by giving the w hite public _ schools the white taxes and to the ne? gro schools lii'1 negro taxes. It is ar? gued that this will to a very great de? gree cut off education of thf negroes and that the latter will become densely Ignorant and by reason ot such Ignor- i ar.ee ;i menace to the Commonwealth. The declaration is made to me by fine member that he does not believe the essary two-thirds vote can be se? cured lo this bill in order to present It to the people at tit" next election in vthe ship,-- of an amendment to the Constitution. SENATOR BUTLER'S DILI,. The local camp of Confederate Vet? erans adopted tiv- fallowing resolution I in regard to Senator JJutl6f"s hrH- tri pmJ them on the pension roll: "We. the members of L. O'B. Jan. 0?Tho reform movement started by the city authori? ties caused quite an under current of. excitement the past week. The most doubtless meets the approval of all. The trouble with the reform Is that It was started wrong. At a recent meeting of the Hoard of Aldermen the Mayor iyas instructed to enforce the law against houses of ill repute and do all in bis power to rid 1 the community of them. The matter re? mained quiet for it week or more un? til the annual applications for licenses to retail liquor were presented) and ! then the hoard announced that no 11 censcs would be granted to soil liquor within three blocks of one of these houses. Hero is where the kick came. The city Krauts liquor licenses. The sale ol liquor Is therefore a legitimate business, und the saloon-keepers ques? tion the justice of depriving them of I the right to conduct a legitimate busi? ness because some woman sets up an Illegitimate business within three blocks of thfiu. Th> Bnlobn-kecpcrs have many adherents, and the political river was not without a ripple for some days. Lost Thursday, however, the authori? ties equalized matters by raiding throe dons of vice, thus at last getting down to tho root of -he evil. The Inmates of the houses have booh escorted to the depot and ordered never to return. Tho free tiiket businss 4s quite the fad here. CRUSADE TO CONTINUE. The .Mayor has announced his inten? tion of continuing the crusade against evil doers of every calibre until Wil? mington becomes a Sunday school. Hon.no has suggested sending for Dr. Parkhurst, but If he doesn't come soon he will fludfc no work to do. The spe? cial police fori e which wiis sworn in during the recent race troubles and has served faithfully ever since ban been sworn i ut and a permanent force instituted. The applicants wer?: requir? ed to pass a rigid physical examination and prove good characters. When prop? erly uniformed no city in tho South can produce a liner looking body of men. Tho force numbers thirty-one, including a chief, captain, lieutenant, and three Bcrgeats. NEGROES <>N school BOARD. The County Board of Education is at last organised for work after many vicissitudes. A majority of the school coinmlttcemcn were negroes, and these, as well as the white Republicans, refused to resign. The board met a few days ago. organized nnd just simply removed the whole shooting match, and appointed white men in their ??toads. Considering tho experience they have had along this line, the negro com mltteemcn were very obdurate. POLITICIANS 1)IS< I RUNT] .KP. The bill to repeal the charter of the city of Wrlltnlngton, which was Intro? duced in the Hou.-e this week by Rep? resentative Rountrco, is a leading topic of conversation Just now. Tin' amend? ments, which are Included, take away the appointive power of the aldermen nnd place it with a board of police and lire commissioners, thus doing away with and preventing the accustomed wiio pulling. With the exception of a tew disgruntled politicians, the now charter meets the approval of every? one. Under its provisions the Mayor must be elected outside the board of al ih rmen, a clause which is especially satisfactory. COURT PROCEEDINGS RE? FORMED. None but the old residents can ap? preciate the change nround tho court? room. Under the former judicial admin? istration it was no uncommon sight to see eleven negroes nnd one white man on it jury, but tho past week has pro? duced ns intelligent n set of jurors ns over deliberated In tho wide expanse of the Old North State. Anothi r i xamplo of the former loose methods practiced by fusionlsts crop? ped out the first day. Of tho first thir? ty or forty cases called, at least twen? ty-five defendants turned up missing. Nn bonds had been taken, the fusion judges simply allowing tho accused to go. leaving it to their pleasure as to whether <>r not they should return. Judge Battle remarked that all on his docket that didn't go to the peniten? tiary, would be accounted jfor or he would know the reason why. NEGROES BREWING TROUBLE. Oil Saturday two negro Women vio? lently Shoved from the sidewalk r.n el? derly lady, the wife of a prominent clergyman. After pushing her off, they abused and cursed her. This a irl of out? rages were of daily occurrence before the recent election, arid it was thought that the lesson taught the negroes No? vember 10th was sufficient. The affair is becoming generally known, much in? dignation Is expressed, nnd another similar snark may start a blaze of greater proportions than that of last November.
