ROTTEN PENITENTIARY MANAGE?
MENT.
The revelations as to the rottenness
of the penitentiary management during
I he past two years are simply astound?
ing. The fact that the Legislature is
called on to prnUde fin the Issue?of
I'JOO.000 in bonds comes as a shook. <>1"
this amount certainly $1 lO.OOn. and pos?
sibly even more, will bo needed to pay
Pcbts Incurred In two years; und much
f.f the remainder will be needed to pay
for one of the seven penitentiary farms,
u'here is one farm which far surpasses
till the others. The retils are very high
?indeed. Year after year tin- Slate has

.? FRANCHISE AMENDMENT.
The franchise amendment to the con
loiituiioii is beginning to crystallize.
iThere is no attempt at evasion regard?
ing it. as it Is to only greatly limit
'the negro vote. The statement that

A reasonable figure.
Your correspondent to-day asked
45)einoeratlo State Chairman Simmons
?Jrhethor all the voters in the State
?jrould be permitted to vote on the ques
?jon of ratification of this amendment
limiting the franchise, lie replied yes.
S1i.it all voters, white and black, would
fiave an opportunity to vote on that
^amendment; that the Democratic party
had given a pledge to that effect dur?
ing the recent campaign and would
scrupulously keep its word, and that
the election law, lo be enacted by this
Legislature, and under which people
will vote on the amendment, will not
restrict in any way the right to vote
on the question of the limitation of the
sii ff rage.

MEET DEATH FEARLESSLY.
Entombed Miners Pass the Time In
Playing flames.
Cornell's Saturday Journal.
A mining story would be considered
incomplete without a. harrowing de?
scription of the hero's sufferings dur?
ing an underground catastrophe. Peo?
ple expect it, and never doubt that she
sensation of the Imprisoned miner are
accurately pictured. Rut those who
have bad experience in rescuing col?
liers from living tombs know that the
men do not always act in the senti?
mental manner attributed to them. On
the contrary, not a few of them face
their horrible death smilingly, refusing
to give way to vain regrets ami tears.
When a great mass of coal fell in a
northern pit. completely blocking up
tlie side passages, twenty men and boys
Were trapped in a remote part of the
workings. To dig these unfortunate
fellows out a relief party worked
madly, but the coal was hard and at
the close of the first day the tearful
women at the pit brow were still wait?
ing for news. Another day passed
without good tidings, and it was not
until the third morning that a faint
humming sound filtered through the
frowning blockade of coal. "They're
alive!" shrieked one of the party, "and
singing hymns to show their faith."
After that all worked with redoubled
energy, straining their ears meanwhile
to catch the chanting of the under?
ground choir. It soon became evident,
however, that the miners were not sing?
ing at all. They were laughing and
shouting like children, and the familiar
cry of "Puck's off!" was clearly hoard
by the anxious rescuers. Two more
hours of superhuman effort followed,
and then the black partition gave way
' iwe.'llllli; nie bfil? and haggard min?

dear to the collier's heart. -'Hello,
lads: we didn't expect to see ye,"
laughed one of them, stooping to re?
place fur- lump of coal which served as
Hie "duck." "Ah. reckon ye'll sto,, an'
nev a game wT us afore we go baca?"
And the half famished men and uoys
actually insisted on finishing the game
before they would allow themselves to
be taken to the shaft.
After a similar accident In another
colliery, the relief party did not get
through the coal in time to be of ser?
vice, behind the cruel barrier. That
they bad died cooly and fearlessly,
though, wits beyond ?tuestion, for on
the damp floor were scores <>r little
marbles made from compressed coal
dust, and two of the men were lying
at full length with their lists rcrcwed
up ready to nilllp. Their wan faces
smiled even In death, .and this touching
proof of their unfailing; optimism
brought tears to the eyes of every mic
who entered the pit.
Palls or coal and Hoods are terrible
catastrophes, but the average collier
fears an explosion of nrodump most
Of all. One occurred not so very long
ago In a little Midland pit. ami fifteen
good men and true were shut off from
the cage by tons of coal- The anxious
crowd at the nit mouth waited until
the foul gas had been cleared from the
??Utting, and then began ihelr work ol
rescue, with little hope of saving their
mates from the suffocating fumes of
the firedamp. Progress was rapid, how?
ever, and before long the relief party
got into the narrow passage. Her?} they
saw a sight which fairly made them
gasp, for the fifteen colliers w? re on
the tlo.ir. some of them dead and others
sitting vtii anil unconcernedly singing
Comic songs. A little furth'-r on was a
football improvised from the coll.. rs*
shins ainl caps, and hearing unmlstake

"We thowt, as long as we'd got to
dee, we'd dee ktckitl'," explained one of
the survivors, "so we rigged up a foot

tie 'St' tlicer fell dahn dead as he wor
Bcorln' a goal, but we went on playing
to pass time on, and then P gar cleared
oft a bit." Only four of that brave
bevy of miners came out of the pit
alive, but they assured their questioners
that the Others had laughed and sung
in the very face of death.
