The injury was occasioned by the neg ligence of the proprietor of the hotel Of his servants in giving her a defec? tive lamp. The minutes of the Select Council were read ami con? curred in except as to the following: TELEPHONE FRANCHISE. Upon the proposition to extend the : franchise of the Southern states Tele? phone Company, granted by th< S tlect Council, Colonel Hodges moved that It be referred to the Finance Committee, and made a strong speech in favoi of his motion. Mr. Hast spoke in opposition to the) matter, saying in his opinion it was a scheme to get an extension <<f franchise for Ihc purpose of selling out to the Bell Telephone Company. He was not opposed to referring the matter t<> the Finance Committee but did not think it necessary to do so. ns the proposition < ould he killed here. MR. PANNILL'S STATEMENT. Mr. Pannitl was granted the right 10 the floor and said that the city could not be Injured in the least; that their rates are fixed: their laxes tire fixed. His company wanted money to make Improvements and the only way they van get It is by the issue of bonds. Mr. Camp made a strong speech in favor of granting the franchise, and said he would resist the efforts of any gigantic corporation to crush this weak company. Mr. East made another speech, sav? ins that he was not in favor of any company, but of the people. A vote was taken and the request was re? ferred to the Finance Committee by a vote of 10 to 5. NEW BUSINESS The report of the Finance Committee relieving Mr. Fred. Kobinson of cer? tain erroneous laxes, was adopted. RHQEEST REFUSED. The communication from the Tide? water Carnival Association was read, asking for $5.000. The City Attorney's opinion was sub? mitted. Baying that the city could not legally appropriate the money, and the request was refused. The report of the Finance Committee in the matter ot opening Scott street, reported that the cost would be $2.610 and recommended that the Improve? ment be not made. Adopted. Sundry persons were granted the privilege of erecting frame b aises. The Street, Sewer and Drain Hoard reported the estimate for Improving Hute, Charlotte and York streets. On motion of Mr. Beamtin, it was re? ceived nnd tiled. THE CITY MARKET. The Finance Committee, on the ap? plication of the Market Committee, asking for a special appropriation to make repairs to the floors of the mar? ket building, offered a resolution ap? propriating $250 for relaying the floors. Adopted. DELINQUENT TAXES. The Auditing Committee reported favoring a stringent ordinance to re? quire tile collect on of delinquent taxes, saying that about $10,000 is reported an? nually as delinquent, which could be collected if strong measures are adopt? ed.
