The tem? per uud conduct of the Senate was most Indecent and truculent; a shumo to lib? erty and a reproach to free Institu? tions. It was u llasrant confession of wrong, nevertheless; and Senator Ma? son made It the more apparent that the McKinley advocates felt the falsehood of their position when ho could drive them frantic in his efforts to get at the underlying truth of the Phllllppino Infamy. "Error ceases to be dangerous when truth Is left free to combat It;" and error betrays ltstlf when it anx? iously denies Investigation and violent? ly endeavors to silence tree speech. As Senator Hale, of Maine, so truly said as to the policy of this adminis? tration abroad. It was "a most calam? itous thing." when it not only loved darkness better than light, hut sought to make men hold their'tongues and speak only as they are bid. Thus, the foreign policy practised on the Filipi? nos, Imperial there, necessarily tends to become Imperial here; and on every hand a convocation of Republican fools and knaves Is hurrying the catastrophe of American subjection to a coalition of political usurpation and money-mas? tery. ? The Elgns of the times bode nobody any good. The Philistines may bind, oppress and mock the popular Samson, and he may make no sign; but he Is pondering' and nursing hla wrath to keep it warm. Why shall wc taint our hearts and corrupt our consciences with Injustice? Is that the way to honor?to the stars? Is 1000 better than 1776? Is the gold standard the meas? ure of liberty?of manhood? The jail and penitentiary need not blush, when their Inmates and the average ruling classes differ only in methods.?not In essential principles. Who and whnt ai e you, sir, who belong to one robber band, and uro In alliance with others, against your betters? Think what you will, sir, you are a thief, a brute, an enemy of your kind that should be exterminated! CHARTER AMENDMENTS. The Committee having in charge the proposed amendments to the City Char? ter might have gone a little further In their good work without going amiss. As It Is, they have really done good work. Now let the Councils and the Legislature act. We would respectfully recommend two things that might have added to the report. First, the Mayor should be given a veto power. This is Important. The Mayor should, and of right ought to, be a ?ort of Governor of the City. He should be responsible for the adminis? tration. We have more to say later along this lino, but such other changes can be done by ordinance. The posi? tion of Mayor of the City of Norfolk Is a position of honor; It should likewise be a position of trust. Secondly, the City Attorney should be elected by the Councils. He Is really THEIR LEGAL ADVISER, and should be In close sympathy and touch with them. Indeed It is Impossible for any Committee or the Councils to do any? thing of importance without the legal help of the City Attorney. This 1b one of the most Important offices in tho city; for one slip on his part may coat the city dearly. It should command a good salary; for the work Is hard, try ing, exacting and dllllcult. These are things we NOW beg to suggest In commending the action of the committee. They have shown a de? sire and the will to do well. It la not always easy work for a committee to do this. The action of the committee in fixing salaries la especially commendable. THE PRESENT LEGISLATURE. The present Legislature hns proved Itself a body of which the people are justly proud. It Is composed of a lot of steady, sturdy, independent, well informed and well-educated men. Its members arc 'most pronounced Democrats, in principle, and not serfs or -tools. They hearken to reason and decide for cause, not favoritism. There nro sumo unruly spirt's, some preju? diced, and some POLITICIANS, but ?they mako such a small minority as not to count. This Legislature has taken the ini? tiative, pushed to the front and passed the 'Jim Crow" car bill; 14 has modi? fied the delinquent tux law; ft killed the effort 'to endanger the quarantine law of-Portsmouth and Norfolk; It has laid out the politicians whenever they opposed tho people. Their Intention is good, 'their courage is better; their execution is best. This Legislature has set a premium upon merit and upon manhood, and Its repu? tation will go down to history as u public body with Die Interest of tho atate at heart, and with the courage of Its convictions. .General Buller bus probably been very keenly reminded of what the King of Israel said; "Let not him that glrd ?etii on his harness boast himself as he that puttotb It off." "Worcester, who was one of McKlnlcy's Commissioners In the Philippines, mado a speech about the Filipinos and the war upon them at a trade dinner In New York at the Waldorf-Astoria a few days ago, in which he abused the Filipinos and their friends In this country very se? verely; but really his tirade amounted chiefly to evidence against himself. Tho Professor says he was four years In the Philippines, and knows all about them; but he appears to have spent those years In gathering every evil thing that he could hear or others Invent about the Filipinos. Wc notice, however, that he neglected to state that Agulnaldo and the Tagals have long tails, with poisonous stings at the end. Lu.'kily for us and the truth, others besides Professor Worcester have been In the Philippines and know the Fili? pinos. Just hear him: "While I was In the Philippines t met a few travelers who were willing to say the natives were capable of self-gov e-nment. I don't know where they tra eled, but if they s ent mu h time In the North their lie-as of self-gove n ment must be peculiar. As an last nee of the ci ill/ntioivwf many of the tribe-. The Professor is evidently a stuffed goose about the Northern Filipinos, as that traveler In the Southern States who tells his gaping hearers over the s as that the inhabitants of the United ftates arc wild African Ashanlees, who go about outraging and murdering tho few white settlers of both sexest, and that the whites retaliate by burning the AshaiAecs alive, as the fires that light the horizon in all directions nightly give ghastly testimony. We ar^ glad, however, that he admits that the average Filipino can count three.which proves him superior to the crow that is said to be able to count but two. Fil? ipino Professors of Mathematics, too, we are lold. can count twenty with the aid of their toes.?which Is more than can be said of Professor Wor ester.who sei ms unable to count beyond one. The Prolessor, uncons lously, gives a very true account of himself and his kind, in the following: "They are intolerant of any one who does not agree with their vie.-, s. Marco Polo used to tell Incred? ible stories some centuries ago about the Fast, hut Dean Worcester surpasses him; for while the old liar told of men who carried their heads under their arms. Worcester carries his own head in a bag, and often loses It. .lohn S. Wise was one of Worcester's audience at the Waldorf-Astoria, and It would have Veen as delightful as a circus had he cross-examined the Pro? fessor on his statements especially as tu Filipino Ignorance and their alleged full information to political discussions In this far off land. It would have been Interesting to learn whether It was Mr. Edward Atkinson, or Senator Hoar who taught tho Filipinos to mako cot?-) lertlons of human heads?beads, mind not skulls. But Worcester was not the first discover of the Filipinos; and wc had heard of them before from Ad? miral Df.-wey ^and other sources, naval, military, political, clerical and literary. And long before Worcester was to:n. these Tagals, as they are culled, were lighting for liberty and hide; endence as Stoutly us to-day. "What a nice world this would bo!" exclaimed the Devil, "If It were not for fools who make so much trouble ;ibout right and Justice!" "YOUR MONEY OR YOUR LIFE!" Patrick Henry said: "As for me, give me liberty, or give mo death!" Before him, however. Shakespeare, who knew high-minded men, had put simi? lar sentiments In tho mouth of one of his public-spirited characters; and he makes Casslus, speaking to Brutus, say: "I had ns lief not bo as live to be In awe of such a thing as I inysilf." "Liberty or death!" Is the voice of manhood. Over a century ago it awoke this Western Wilderness, und an Amer? ican freedom asserted Itself against British tyranny. To-day the same voice is heard In the African wilderness, where, in response to -tho British: "Stand and deliver!" it echoes tho words of Patrick Henry: "Liberty or death!" Which side do you take? MEN ?men worthy of the name?cannot be Indifferent In such it cause: they must be for liberty, or against it; and is II possible that there arc in Virginia?in America?degenerate sons of noble 'uihers, who are on the side of tlsc rob? bers of mankind, ready to sell liberty for money, and for gold to enslave and slaughter their fellow-men? They are at It now In the Phillipplnes, these degenerates! who take the holy name of patriotism In vain to shield their recreant course. They are cheer? ing the British bullies and buccaneers to slay the Boers and lay waste their homes. "Your money, or your life!" is their greeting to manhood; and man? hood scorns to listen to the base de? mand?preferring to perish rather than submit a hound to such hellions. THE P1LCHER SCOTCH. Mr. Pllcher said some true things in Richmond Wednesday, when the reso? lution providing for a junketing tour to Washington came up. It had beer agreed that a committee from Virginia should meet a similar committee from Maryland, and define the boundary line between the two States. This Is an old joke In the Legislature but it provides a nice excursion for some members. Mr. Pllcher tried to break it up this time, but failed. Nevertheless, bis timely remarks will have a salutary effect. Legislators are entitled to a little re? creation at the State's expense, for thojr are certainly poorly paid, but they should 'not urrange a trip on such a flimsy pretext. Mr. Pilcher's remarks, if taken as ad? vice und followed, will be of great ser? vice to the Treasury. WHAT SCRATCHING. There was no for? mal official alliance; but to all practical Intents und purposes, the alliance was complete, though It seems that Agu'in aldo, in his confiding simplicity, was over-reached by the McKinley sharp practice?being used and abused In a most treacherous manner. The more wc know of the truth of this Philllpplne ignominy, the more unworthy proves the part played in It by this Republican administration. ' Force, fraud, lying, treachery and the most unscrupulous rascality of every kind were employed without qualm or hesitation to betray, entrap and take mean advantage of Agulnaldo und his people. To swindle, dupe and fool them to the ton of their bent, in every con? ceivable way, seem to have been com? mendable practices to this administra? tion, and the most unblushing rascality Is avowed and defended as If justice, rig-ht, truth and honor were but idiocies quite beneath the recognition and ob? servance of sensible men. The abomi? nable spirit that has the effrontery to declare itself at Washington and Man? ila Is unuttterably vile. The hooti.-h way In which the Boers give the nobility and gentry, as well as the Tommy Atkinses, of Great Britain a rude reception In South Africa, is very disgusting to the zealous Imitators of .Teenies Yellowplush In our best society. down and out of the presence of the English who have deigned to give them their attention, actually repel and In? sult them by gross nttucks, as if they were Africans, or half-custes, of no note nur likelihood.
