At the clof of last year's accounts, there was a balance against the Association of $31.8'.' as then reported. Since then, several small bills properly belonging to that year have been brought in and paid by the Treasurer. The present favorable condition of our fin ances is, in the opinion of your committee, the result of the decision of the Association at the at annual meeting which hmited the number of formerly. Complaints have been made by members of the Association because of the appropriation by to large a proportion of our annual receipts to the support of the lecture course And there are those who insist that the lec ture course 'should be abandoned, and the entire funds and annual recets of the Association ap- i tlid to thf .nlr7mMi"t nf tW lihr .nrf tL I extension and improvement of the reading room Your committee, however, believe that it is wise to adhere as closely as possible to the ori ginal plan cf the Association, and tu haw at , least four lectures euoh year, white we c in do ' this and still haTe at the clo&c of tbe ear a i large a sum in the treasury as we now have. The Lecture Committee report that they have engaged no lecturers for the coming winter, and 1 state their reason for not doing sc ; but to some j of your committee at least, the tv ton given is not satisfactory, for we do not think the action of the .Association at the last annual meeting iu ! reference to the lecture coune of last year should ' have restrained the Lecture Committee from securing the number of lectures tor this season, , which they were authorized to secure for l ist season. The next Lecture Committee may find it very , difficult at this late day to obtain first-class lec- i turere for the coming winter, buT it will be safe j to predict that they will make some efforts it that direction. ' Certain amendments to the constitution will I be proposed at this meeting, and among them I is one which proposes to have the annual elec- 1 tion in May instead of in November. If this I change Is made the several committees will be able to do their work to much better advantage than they now can, and this change will be found to be particularly convenient to the Lecture Committee, who wll then not only have ample time to contract for lectures, but will continue in office beyond tbe period when the lecturers they engage are to fulfil tht-ir engagement11. As u now is, one Lecture Committee employ lecturers for the succeeding Ijectare Committee to enter tain and pay, and this often leads to difficulty and confusion, which may be avoided by tne adoption of the proposed amendment. It is now time that some additions be made to the Hbrtry. Your committee have had assuran ces from several of the liberal citizens of Bnr lingtiin, that they were ready to make subscrip tions for the increase of the library, and we re commend that a pper be prepared, and circu lated among our citizens for the aforesaid pur pose - You will have before you tbe reports of the several committees, from which you will learn more in dtttil how the affairs of the Associa tion have been conducted during the past year. The Association was never in a more prosper ous condition than it cow is. It has gained new friends and patrons every year since its organi zation, it is deserving cf our earnest and liberal support, acd we trust those who may have tbe future management of the Association in charge will strive more earnestly than we have done to secure its prosperitr nd permanence, T. E. Wales, for Ex. Coin. Umon Service or theCubitias Associa Tioita. Sunday , November l"th, was obj served as a day of prayer by the various Chris tian Associations throughout the world. It was observed in this city by a Union Service of tbe Young Ladies1 and Young Men's Associations in the Methodist Church. The exercises opened with singing, followed by prayer by Rev. G. B. Safford. Dr. Lund, President of the Young Men's As sociation, briefly explained the object of the meeting. Capt Geo. E. Davis gave seme ut the statistics of 09 Associations which reported to thslaat Annual Convention. Steady growth in all the elements of real power was reported in the Asso ciations generally. He also gave a brief, report of the recent State '"onvcniiou of this State. Vermont has 41 Associations, ranks fifth among the States in actual number of Associations, aod in proportion to its population, it stands first in the number of these organisation. Prot Louis Pollens read the annual report of the Young Ladies Association, recounting the interesting religious and charitable work of the association. It has expended in the year lu maintaining the soap house, industrial school and other charitable work, $525, and has still in the treasury $335 The report included a touching tribute to the memory of the late Mrs. Henry Loomis, deceased within the year, in whose death the association lost on of iw most efficient members. Prot Pollens added some remarks, commend ing the efficient Christian unity and activity shown by the association, and the bold and faith ful words in which the report had called atten tion ti the condition of the coaoty jail, as a disgrace to our civilization in its structure. Prof Buck ham reported of the Young Men's Christian Association of this city, alluding to some mistakes made, in the prior yeai history, by this as well as by other similar associations mistakes now corrected in great measure. Its members had proved they could be as earnest Methodists, Bvptistf , Episcopalians, and Coogre gationaltsts as ever, and yet labor unitedly and heartily in Christian work. He bore testimony to the good influence cf the association on the personal character of it' members and on their Christian intelligence. The society was about to open a free reading room and library in its rooms. Tbe Association had held its own in numbers and efficiency, and hoped with increased means to do more and better work in the future. Rev Mr. Gates of the Methodist Cnurch next spoke. He saw in these Associations and in this meeting mirks of progress towards the Millen ium, yet this was not the gospel noon-day, but rather it dawc The number and the efficiency of the hborera in these instrumentalities, should be increased. Rev. Mr. Wilcox of the Baptist Church mide the closing prayer. The large church was crowded with an intelh gt audience cf all denominations, filling the pews and extra t-ets in the aisles. The exerci iw were all of high intereet. and we regret that the pressure on our columns compels us to con dense our report. The Associations evidently have a strong holi on the confidence of our reli gious community, and should derive encourage ment from the fact. Fiee Hobday Kiobt. The IeTcc Thursday eight atMr. Barber's netr and elegit hotel, was one of the most brilliant and enjojable affairs of the kind which has been held in Burlington for some years past. The invitations it-iued brought to gether an assemblage, including some of our most prominent citizens, which in point of numbers was just desirable. The dining hall was used fur dancing, and for this its ample dimencions peculiarly fitted it. In this and in the elegantly fitted parlors of the house, the gaesta began to assemble about nine o'clock, and continued to arrive till quite a late : hour. Holm berg's full quadrille bnd was in- ! 'talle3 itt the nc'DE hall, and the Queen City Cornet Eaud gave balcony serenade in the early part of the evening. The refrefchment tables, which for elegance and attractiveness were quite noticeable, were set in the private parlors in the rear of the hall, and between these and the dancing Stwr the gueeti. promen aded, apparently with much enjoy ment. The tables were presiJed over by that efficiect caterer, Mr. Short, and the carving was the work of Mr. Armstead, which is & tuScient recommenlation for both. Mine hosts Barber and Ferguson left nothing undone that care and skill could suggest, to contribute to the com fort and pleasure of their guests ; and by the lively way in which the dancing pro gressed, and the pleased looks of the company, it may be thought the efforts of these gent'emen were entirely successful. It was tuaiething over the " witching hours " when the company dis persed, and it was evident that this inevitable part of the proceeding was done with an entire conviction on the part of all that the Van Ness House was an entire and brilliant success. The communications with other governments have been free and cordial. Four days ago GortwbakotTs circular was unknown at the foreign ohVe at St Petersburg The following correspondence ha paed : Earl Granville n ir A. Ilachanan, British Ambassador to St. Petersburg Foreign office, Not. 12th, 1S7'. Sir Baron Brunnow made to me yesterday a communication respecting the convention be tween the Emperor of Rureia and the Sultan,1 limn ng their naval forces in the Black Sea, signed at Paris on the ..)th of March, 1"', t.i which you allude in your telegram of yeMerday afternoon. In my despatch of jtsterday I gave you an account of what passed between us, and I now propose to observe upon Prince GortschakotTs despatches of the l'.Hh and 3th nit , communicated to me by the Russian ambassador. hi that occision Prince Gortschskctl declared, on the part of his Imperial majetty, that the treaty ot 1H.V. has been infringed in various respects to the prejudice Russui, and more espcsially in the case of the principalities, against the explicit protect of bis minister, and against these infractions was en titled to renounce those spipulation of the treaty which directly ouch ber interests. It is then announced that she will no longer be boun i by treaties wnich restrict her rights of sovereignty in the Black Sea. We have here an allega'ion that certain facts have occurred, which in the judgment nf Russia are at variance with certain stipulations of the treaty, and the ainmption male that Russia, upon the strength of her own judgment as to tbe character of these facts entitled to release herself from certain oflier stipulators of that instrument. This assumption is limited in its practical application to some of tbe provi sions of the treaty, but the assumption of a right to renounce any one of its terms involves the assumption of the right to renounce tbe whole. Thin fetstement is wholly independent of the reasooalleneei cr un reasonableness, on its own merits, of the desire of Russia to be released from the observance of the stipulations t,f the treaty of lS5fi, respecting the Black Sea ; for the question at issue is in whose hand les the power of releasing one or ! more parlies from all oranvt these hala tions, and it has always txea held that the right belongs only t the governments who have been parties to the "rigmil intruinn. i The conclusion of the despatch, which U of great length catn to hand two lite f"r mrtiua j in this edition.
