I'liclje is etill, we rcrceive, dissatisfied with our Tcnnent reprcsenUtivos in both IIouk of Congress. He admits in hfa last conjoining letter (to the Rutland Independent) that Mr. Morrill's speech on San Domingo was well enough, at least " it wmdd bare been well enough if it had been fifed off on tbe skirmishers' line: l)"t in stead of that, it was cHseiiarged Jar behind tbe line, when tbe battle was over." And in general he thinks our delegation is not alert" enough for the preservation of our Ameri.'. institutions. Though we cannot find room for the full text of the treaty agreed upon by the Joint High Commission and now under considera tion by the V. S. Tbe British government expresses regret for the escape under what ever cireunictaneas of the Alabama and other vessels from Groat Britain, and for the depre dations committed by them ; and the settle ment of all chums on the British government on that account shall be determined by a board of arbitrators, ve in number, " to be appointed in the following manner, that is to say : The first shall be named by tbe President of the Cnited States; one shall be named by Her Britannic Majesty, His Ma jesty tbe Kint; of Italy shall be requested to name one; tbe President of tbe Swiss Confed eration shall be requested to name one; and His Majesty the Emperor of Brazil shall be Shall tie Ameriema, Collage be ape to both Heat eat We find m a late nomberoftbe Cmgrtga timtlul. a noteworthy article in answer to the above question. It is by Pre. Jantee h. Aof-eli of tbe Lmreraity of Vermont, and is the hret of a aeries oi racles, by College prajaents of enusanee in our 0001107', on cnbjeets furnished to then by tbe conductors ikx-CvjrtgaUattaktt. President Angell would give an aSmntira answer to tbe qaastun. lie nrgai that it is desirable that our daughters as well as our aons aboold have tbe most fenerous intellectual culture we can tarnish ; that women are capable of tbe highest culture ; and that large numbers of American young women desire as w U as need a high mt-sUectoal training. He chows further that no considerable number cf young women can at present obtain such training, unless our Colleges are opened to them. These facte form a simple and eoo ftasrre argument for the change, unices there are serjous practical obstacles in the way. Some of the familiar considerations which suggest such obstacles are next discussed. Thus it is said that tbe mental habits of wo men are so different from those of men that the two sexes cannot work tcofitably in thr ante classes, or in the same institution. A to this point, Mr. Angell doubts whether t mental dtOerenees of the aexasare a more & xaidabk obstacle to working in the sat dan than is found in tbe differing temper menis and talents of young men. He asi if the mental resemblances are not gnau -than tbe differences, in toe minds of tlx sexes, and if these rescmblanoes do not font a basis tor siMceasful work together under an elastic system, in which each sex may furnish soggostion, inspiration, and help to tin other? There are many who will answer tcj to such queries. It has lasted four or fire months, during all -which time some 30,000 men have been out of work and con sequently out of wages t and the great coal carrying companies bavo beeu almost idle, entailing a further loss on their employees. The merchants end dealers of tbe coal region, who have had to snpply tbe miners all win ter on credit, becamro there was no money earned to pay store debts, are heavily em barrassed, and the wholesale dealers who supplied them, and they had to give credit also, are likewise involved. Indeed, it is almost impossible to say where the effect of this apparently most unnecessary and nn-wi-e " strike " cea'ee. Its consequences will not nil disaptear with the resumption of labor, cither. But if tbe afiair has been carried on long enough for both sides to have learned thoroughly the leosui that modera tion and concession will gain more than force and violence, this strike may prove to have been worth all its cost, m tbe pre vention of such occurrences for tbe future.
