JOHN THE BAPTIST), LOUISIANA, SATU;IDAY, MARCH 10, 1917. No. 10. AUDITOR'S REPORT. To The eonorable President Aa l embers ef The Peae Jury of The Parish of St. John the Baptist. Reporting on my audit of the Books and accounts of the Parish Treasur. and of the Secretary of the Police Jury for the, second quarte the fiscal year 1916-17, two montha ending Dee. 81st 1916, ; to state that except as noted below I have found these acco:.: , ,roperly kept, the books in balance, all bills correct as paid, and al: properly approved for payments. The balance of $161.12 as shown by the Treasurer's Cash Book corresponds with the b:aan -e to the credit of the Parish General Fund in the Bank of St. Johni as evidenced by the Bank Pass Book, after allowing for checks outstarding, and a difference of 2c over-deposited as pre viously r p~crtt d. The bil, c. t:t Brady, Granier Co Ltd., dated Aug. 1st and a mounting to $ ;.25 on Nov. 2nd, by voucher 3390, resulting in an under pa md !nt to this firm of twenty-seven cents. I rnsplctfu:i call to your attention, for further investigation by your Honor hle body, two bills of Sheriff Win. J. Hart, for convey ing prisoners to State Penitentiary and insane persons to the Asy lum, in wl;ih the sheriff makes additional charges besides his mil eage and the $5.00 per prisoner or insane, as specifically mention ed in the Act covering these fees or charges; while I am assured that toe sheriff made these charges in goodfaith, I am of the opin ion that there is a misinterpretation of the law on the sheriff's part The bills are as follow: / Oct. 15 '16 Conveying 8S + 8 . * to Asylum 0.00 1 heritff mileage 166 miles 1(.00 Deputy's mileage 166 miles 16.60* Hack, McManus to Jackamo 1.809 Hack, Jackson to McMaue 1.00* Ot. 12 '16 Prietly Jack and Ed. Hack, McManue to Jackson, 1.50' Hack, Jackson to McManus, 1.000 My belief is that the items marked with an asterisk (*) are er roneous charges, .slthough I think the sheriff could properly charge at the rate of 10c per coing and coming for the distance traveled from McManus to Jackson, be it more or less than the $2.60 now charged for the hack hire. If your auditor's interpretation of the law is at fault, he stands ready to be corrected, but he thought it best to bring the matter up for investigation and settlement once for all Voucher No. 3496, dated Dec. 7th, was issued to Dameron-Pier ' on Co Ltd., in payment of a mere Statement from this firm; it is an unusual business proceedure to pay aStatement, unless the item ised invoice is on hand, which is not so in this case; our auditor has written the Dameron-Pierson Co Ltd for an itemized invoice. On the following page is given a c6ndeAsed Tableau of the Cash Receipts and DLMursements for November and December 1916, October having been included in the previous audit, together with a reconciliation of the Cash Balance with the balance as shown by the Pass Book of the Bank of St. John, and a itemized list of out standing check", alloft hich correspond with the Parish Trea surer's Cash Book. Elliot, General Manager of the Texas & Pacific Railway has recently issued the following Notice headed 'TO THOSE WHO DRIVE or RIDE IN AUTOMO BILES:, The constantly increas ing number of automobile ac cidents at grade crossings prompt the issuance of this warning to all who own, drive or ride in auto mobiles to SiOP, LOOK and LIS TEN before passing over any rail way grade crossing. Crossing gates, automatic warn ing bells, electric headlights and enFgine signals, if not heeded by those for whose protection they ;re inte nded, are unavailing. I will be glad to receive and c.)nsider suggestions intended to reduce automobile accidents at grade crossings, for the railroad is anxious to do its full part.
