that the Chilean government has cabled
orders to Minister Pedio Monttut Wash
ington to make a sincere apology to tho
United States for the unfortunate and
deplorable attack upon the Baltimore's
sailors on Oct. 10, last.
From semi-official sources I learn that
tho reason why tho Santiago jwlice aio
kept in tlio vicinity of the American le
gation is that tho intondento of tho city
is in daily receipt of letters containing
threats to bum and tack tho legation. I
am informed on tho saino authority that
tho government desires to havo tho
police near at hand so as to prevent tho
execution of any such threats. It is now
said that many of thno who cherished
ideas of war between tho United States
and Chile are friends of Balmaceda.
I now learn that tho German minister,
Baron Guhschmidt, offered the berviccs
of Ins country as mediator on his own
personal 1 e.sponsibility. This is inline
with his course of action ever since the
inesent government came into office. Ho
has pursued it with a view of getting up
a reputation for himself as a diplomat
ist, lie gave many hints to Senor
Matta, late minister of foreign affairs,
but has refrained fiom offering any ad
vice to tho now cabinet.

States steamer Baltimore arrived hero
Tuesday morning from Valparaiso via
Callao. Captain facluoy was immedi
ately interviewed by a reporter. Ho
states his report has been forwarded to
Washington and ho was not at liberty to
mako any statements concerning its
contents. Ho stated, howovcr, that ho
could see no reason to modify his former
telegraphic report based on tho investi
gation of tho Valparaiso mob by tho of
ficers of tho Baltimore.
"My men," ho said, "thirty-four in
number, entirely unarmed, were at
tacked, almost at tho satno moment, in
half a dozen different parts of tho dis
tricts of tho city, a mile and a half wido,
by a mob varying fiom U00 to JJOOOincn.
Two men were killed, live henously
stabbed and eighteen bruised and hurt.

Montt, the Chilean minister, had u long

curator iibcal on tho Baltimore incident
and that ho furnished a copy to Mr.
Blaine Tuesday, but tho retwrt cannot
bo verified. Another report is that ho
received instructions to mako a full
apology, but this also likes confirmation.
