some of the grave dangers that are
threatening the State of Texas today

sues of what is to be one of the
most memorable campaigns since the
historical Hogg and Clark campaign
in which the Illustrious Hogg and the
people of Texas came out tbe victors

fifty year franchise should donate two
of three arc lights to the citys use
considering the fact that the fran
chise carries with it a proposed con
tract for arc lights covering a period
of ten years at so much per The
Colonel scouts the idea and says the
company will do no such thing that
it does not owe the city anything
The Herald wanted to stay out of
this controversy for the owners of
the plant are Its close personal
friends but to save its life It cannot
do so and feel that it Is doing right
by the people of Palestine whom It
ever tries to serve The paper does
not wish to do anything that will hurt
the property rights of any one much
less the rights of a friend but as a
public journal It has a higher duty
to perform So let us analyze just
one feature of that proposed fran
chise Mr Burkitt says the company
owes Palestine nothing and that It
does not propose to give the city a
single llghL tfow the proposed fran
chise proposes to fasten upon the city
a ten year ocntract for arc lights at
approximately 10000 Ten thousand
dollars for the right to grant this
company a fifty year franchise A
ten year monopoly to this company to
furnish the city with lights Ten
thousand dollars to be paid to this
company in ten years whether the
city wants the lights or noL A thou
sand dollars a year for street lights
even if another company should come
In and propose to light tbe city free
of cost
The Herald Is not arguing that the
city does not need the lights On the
contrary the lights are needed ana
