laws not very hard to find is the fol
io wing provision
The president of the United States
may from time to time set apart and
reserve in any state or territory hay
ing public lands bearing forests in any
of the public lands wholly or in part
coyered with forests or undergrowth
and the president by proclamation
may declare such reservation and the
limits thereof Under this provision
of law the townsc4ties and villages of
this territory may reserve the moun
tains canyons and water supplies ad
jacent reserved to their uses and be
hoof forever This right carries with
it the privilege of controlling the ter
ritory thus set apart absolutely and the
municipalities can so manage and con
trol tlum that not a drop of water
nor a single tree or shrub need be wan
neeg
tonly sacrificed either to the greed of
individuals or the rapacity of corpora
tions But all these natural advan
tages may be managed so that the
greatest good can be secured for the
use and behoof of the greatest number
Let this be done here in Provo and the
whole face of the Wasatch range west
may be held by the city of Provo for
I her own use and behoof Thus could
we protect not only our water supply
but our timber and game as well We
might call it a park a common or an
outlet The name would amount to
nothing but the privilege would be in
estimable The sanitary effects might
become in the future of inestimable
value This reservation on the terms
offered would never be construed to
exclude mineral prospectors or others

1 seekme to develop the hidden richness
of nature
The object would be to preserve from
destruction the water supply the
timber and the floral treasures of the
lands adjacent to our towns cities and
pillages Here in Provo we could pro
lt ct Rock canyon and Slate canyon
with their water sheds and timber
and flora perfectly This protection
would be placed in the hands of the
municipality which would insure the
h utmost watchfulness and care Just
jw rthi privllfge may not be con
BoW i very valuable but In a few
years when our population becomes
jmore dense it would become of in
estimable value In this way we could
prevent the use of the country ad
jacent by herders whose flocks of
sheep and cattle would pollute our
water supply
We can petitionand have this land
ortheselands set a part for a park or a
common and absolutely control them
for airtime All that is necessary is to
petition and the grant will be made
The value tbisjrivilega is incalcul
able It would affect alike every vil
lage in Utah county Lehi American
Eork Pleasant Grove Provo Spring
Vine Mapleton Spanish Fork and
Pays on
We offer these suggestions with the
hope that a preconcerted effort will be
made by our municipalities in this
direction The law making this pro
vision is a wise one but if we make
no lisa of the provision it will re
main of no value to us We do
eincerely tiust that our thinking
men will go to work and utilize the ad
vantage vouchsafed to us by the pres
ent administration in this way In
the case of this city the domain thus
placed within our reach is most valua
ble and it ought not t be overlooked
or neglected even for a day The day
will come and soon when this privi
lege will become most valuable and i
we should awaken too late to its merits
we will regret it for all the balance of
the term Now who will first move in
a practical way to utilize this inestima
ble privilege I must it ought and it
shall be attended to ere some other dis
qualifying law shall be conceived and
passed The columns of THE DISPATCH
are open t the broadest discussion of

est themselves in this matter at once

have an easy thing cf it t secure grub
to the end of his days There is a man
at Mapleton this county who claims
to be able t do this very thing
THE Grand Junction fruit is attract
ing much attention Indeed is it ex
cellent The finest lands in the valley
are beintr rapidly appropriated by new
settlers We want to see the intending
fruit farmers come and take a look at
our Utah fruit lands
THE Utah papers without regard to
politics are loud in their praise of
Governor Wests prompt action with
regard to the late incursion of the
Southern Utes I looks well for our
Utah republicans that they can thus
rise above partisanship
JUDGE GOODWIH Is getting all of the
credit of the relief experienced in the
return of the Utes to Colorado We
are perfectly willing for the Tribune to
appropriate the lions share but then
there is Agent Day He must not be
forgotten
THE Tintic Miner is now one of the
best six column papers in the territory
If its politics were but a shade less par
tisan or less republican it would be
just all right
