Ho admits that tho United States has
tho larger fleet, but shows that it Is
practically valueless. "It is manned
by the dregs of an almost worthless
population criminals and released

titute of that pride and enthusiasm

Tho only American ship of which
he speaks kindly is tho Brooklyn. Ho
eays she Is fast and "can, therefore, re
fuse to fight at all," a point which tho
Spaniards in tho Caribbean appear to
appreciate.
