Advantage of Having a Railroad to Brownsville. Work of Baising the Bonus Asked of San Antonio by the Texas" Air Line Company to Begin Toda. San Antonio Express. Active work in behalf of the Texas air line's proposed road ' to Brownsville will begin to day, and by to-morrow morn ing all the citizens' committees will be actively engaged in raising the bonus required' of I this city. A meeting of the members of the committee and officers of the road was held yesterday af ternoon and a plan of work mapped out, which it is believ ed will result in the required amount being raised within a short time. It has been decided to issue a brief prospectus of the road which will be issued to-day and circulated among the business men of the cily. This prospec tus will deal directly with the benefits San Antonio will derive from the building of the road, which in substance are aa fol lows: "Of the many projects that have been submitted to San Antonio for consideration in re cent years, none have appealed so strongly to the business community as that contemplat ing railroad connection with Brownsville. It is a proposition which has met with undivided favor on every side and the consummation of which has ever been regarded as one of the most important factors of development affecting the wel fare of this city. "By right of geographical location San Antonio is natur ally the commercial center of that splendid, undeveloped ter ritory which will be traversed by such a road as is now pro posed. Not only does it mean a connecting link between tbis city and Brownsville, but also that the wonderful resources of Mexico shall be reached by feeders and an immense benefit must necessarily follow. "It is needless to enter into a discussion of the gain in trade which will come through railroad connection with lines piercing the rich States of Tam aulipas and Nuevo Leon as well as that proposed to Tampico. "More immediately, the de velopment consequent to the building of the proposed line through the counties-of Bexar, Atascosa, McMuIlen, Starr, Hi dalgo, Duval and Cameron will be so material and far reach ing in effect that San Antonio will be made a rich bsheiiciary in innumerable ways. "The time is now ripe for the consideration of this most im portant project, and if San An tonio fails to take prompt ac tion there may arise the dan ger of a rival city reaching out arid securing this much covet ed commercial prize. "That the building of this road will prove but an initial step in the direction of railroad building there is not much doubt. It will invite an outlet on the north, or several of them. It will mean a stimulus to every industry and every in terest of the city and will cer tainly attract the attention of outside capital. "The Chicago, St. Louis & Texas Air Line Company have been quietly at work for several months and have made very gratifying progress. The char ter for the line has been secur ed and 840,000 of the capital stoc& paid in. The final sur vey has been completed to a point within sixty miles of Brownsville. Eight of way has been secured nearly all along the line and the efforts of the company have been sec onded with the most cordial support at all points visited. Substantial aid has been free ly offered and it only remains for San Antonio to doher part in order to make the enterprise a success. "The proposal to this city is one of the most liberal ever made. The company offers to locate shop3 here and make headquarters in this city and asks for a subscription of $150,000, payable in eleven payments, each conditioned upon the building and opera tion of twenty-five miles of road, work to be commeneed on tbis end of the lins. No cash payment is involved in advance, and this is the strong est possible evidence of the good faith of the company, and their confidence in being able to carry out what they under take. It is certainly a safe pro position for San Antonio and she cannot afford to reject it." TRAINS DO NOT STOP. Mail from Ocean Springs and Biloxi Taken from Cranes. New Orleans, Sept. 7. The board of health tonight an nounced that several suspi cious cases had been investi gated during the day and had been found to be nothing- like yellow fever. The Orleans Parish Medical society tonight also gave assurance to the same effect. 'fhe board of health also stated that inspectors had been placed in all the resorts on tne gun coast ana upon. the report of the latter the quarantine against Pass Chris tian and Bay St. Louis was withdrawn. Three suspicious cases of fever were reported at Beloxi tonight and the quarantine against that point and Ocean Springs will be maintained. Both places are strictly guard ed by the Mississippi authori ties. The trains do not stop at any quarantine town, the mails being taken from cranes. A dispatch to the World from London says: The World's special inquiries throughout Ireland fully corroborate the alarming- predictions cabled Saturday of the failure of the harvest and a consequent im pending famine. Cries of warning to the gov ernment are raising from all parts of Ireland. They are not confined, as in former years of distress, to the congested districts on the Western sea board. From Mullinger, one of the most prosperous places of the midland, the correspondent teiegrapns: "ine crops are now irretrievably destroyed. It will be impossible for the farm ers to make anything of their cereals this year as they are quickly rotting.,, From Carlow, known as "the model county," comes this dispatch: "There is before our farmers an outlook as dis astrous as it is possible to con ceive, owing to the frightful weather. A great deal of corn cut early remains in the stalks, injured beyond recovery. In districts the farmers have been unable to cut their crops, which present the saddening specta cle of being levelled to the earth by the persistent rains, while a mass of second growth of weeds has come up. The apprehensions concerning po tatoes also have been dismally realized." At a meeting of a board of guardians at Mitchellstown, County Cork, the chairman said: "The potato crop is gen erally a failure, while the other crops have been hopelessly in jured by the unparalleled in clemency of the season. We are on the verge of a great agricultural crisis. The outlook in farming affairs is gloomy in the extreme and to aggravate the condition caused by the failure of the potato crop, the prices of provisions are consid erably increased and before long the people who are sup posed to contribute to the poor rates would be in work houses themselves." These evidences of the wide spreak character of the ruin wrought by the inclement sea son are merely samples from numerous reports received. Warrensburg Court HGuse Ornament Changed for- Political Reasons. Warrensburg, Mo., Sept. 7. The ball on the staff held by the goddess of liberty on the" new court house dome under went a change yesterday morning before 6 o'clock. The ball was a rich golden' color, and Republicans had" made frequent comments abou it and complimented the court on its efforts to keep in touch with the prevailing sentiment of the country. This was too much for the County Court, whose members are all Demo crats, and secret orders were given to supplant the golden ball with one of silver. The contractor and architect were surprised this morning with the change. The work was done at 5 o'clock. GOING TO CLEAN UP. Galveston, Tex. Sept. 7. At a meeting of the city coun cil this evening $5000 was ap propriated to clean the city, the expenditure to be made by the board of health and health physician. SHE IS A GREAT TRAVELER.
