Governor Gardner has ap proved a bill to add to the pro tection of automobile owners from thieves. The law provides that -when the owner of a li censed automobile sells it he and the ourehaser must go before some official with a seal and make the transfer, and both ven dor and vendee must sign the same and when the transfer is acknowledged it will become a bill of sale. Every owner of an automobile must procure a license from the secretary of state in his or her name. The possession of an automobile by someone other than the original owner without the transfer mentioned is made priinafacie evidence that the vehicle was stolen. There is no way that a thief can obtain the necessary transfer, and without this authority his assertion of ownership would subject him to arrest. The law is now in full opera tion and the secretary of state will at once send out copies to all the owners of automobiles, to the end that they may be fully informed as to what is expected of them if they sell or trade their automobiles.
