If the limbs on these trees are not removed speedily, the force of men now Engaged In cutting high grass and weeds around the city may be put to work removing the obstruct ing limbs of trees. The nuisance of overhanging limbs Is one of the greatest that exists on Keokuk's streets. SENATE DEBAT WAS VERY BITTER Argument Over Allowing Steel Com pany Pamphlet as Public Document. WASHINGTON. July 22.—After the most bitter debate of the session, the senate today reversed itself and re fused temporarily to permit the Beth lehem Steel company to have its anti government armor plate propaganda printed as a "public document." Senator Penrose had obtained un animous consent for the printing. Senator Reed, of Missouri, arriving later, attacked the senate's action bit terly and engaged In a heated person al controversy with Penrose and his colleague, Oliver. Senator Reed assailed Senator Pen rose for having made the volume a public document so it can be franked through the mails. "An outside company can't frank, 'm- vfe?
