hygienic living in order to avoid the
suffering of the chronic asthmatic

tem of sociology that of Herbert
Spencerbut it is probably ignored

those who concern themselves with
the annual discussions of the Ameri
can Social Science Association
Mr Spencer bluntly assertsthat all
our hope of progress is in the selfish
ness of mankind that more is to be
expected in the way of the amclio
rarion of the hard conditions of
life from an enlightened selfinterest
than from a theorizing benevolence
There is no doubt that most if
not all legislators regard social
science as something purely specu
latit e and quite remote from practi
cal life As in the case of political
economy there is hardly an affir
mation of the social scientist which
gcannot reasonably be challenged
etstua has not yet earned the
iright o bc called 1l science The
legislature hastxnorc to gain from a
study of the science of Jaw which
is little more than a history of tfie
gradual evolution of lawmaking
than from a studof thepapers and
discussions of the college proffessors
who constitute the working force of
the Social Science Association
The principles by which the work
of the legislator limited are few
and simple and almost selfevident
It will not be easy to induce him to
become a student of science prim
ers It may seem strange but it is
not clear that Editor Stead was
wrong in asserting that the average
citizen of the American Republic is
conservative to the point of old
fogyism that he is less ready than
even the Englishman to apply new
doctrines even when there remains
no doubt of their soundness This
may be due to the fact that each
succeeding generation has been ed
ucated to believe that American in
stitutions unquestionably the best
and most advanced and popular in
the world were divinely inspired
and represent the highest possible
achievement We have carried
