Kxtracti of Secictary Whitney's lteport to Congress. New YonK, Dee. 9. The Sun, this morn ing, presonta an abstract of Secretary Whit nay's report, which has not yet been sent to congress. It olaims that with the exception of two cas s Secretary Whitney has prac tically abandoned the idea of the unpro tected torpedo boat, but says that he rec ommends tbe continuation of experiments in submarine boats. Proposals for the con struction of these boats win be received at theWTavy department on March 1. Mr. Whitney is opposed to any further appro priation of money for work on the single turrotod monitors. The Sun thon quotes from the report as follows: A first-olass modern ironclad could safely anchor sur rounded by a floet of theso monitors with out any damage of injury to herself, and any one of her guns could send a projectile through tho monitor from stem to stern. Jt would be little Joss than murder to send men in these vessels at the present time to encounter any recently built ironclad. I appreciate fully that it is only as a tempor ary expedient that it is suggested, and with the thought that in the absence of any thing else, theso might be better than nothing. This has been the theory upon which over JO.OnO.OOO and probably $76, OOOjbuO have been spent since tbe close of the war. It U time to stop it and be con tent only with the best If every dollar is made to count upon something of real value waste will stop and not before." He recommends that due attention be given to the subject of pneumatic guns and pneumatic gun carriages. On tho subject of naval reserve and coast defense, he says: "Tbe department has formed itself fully of the dilferent systems qf organization for coast dofenso and naval reserves at preso'nt in force in foreign countries, and is pre pared to f ormulato a general plan for a similar organization to meet the require ments and conditions of our own institu tions. It should resemble in organization that of the militia or National guard, rest upon tho foundation of local interest, con template tho employment and rapid mobili zation of steamers enrolled or an auxiliary navy list and be calculated to produce tho best results upon a comparatively small National expenditure. I ask for this ques tion the earnest consideration of congress." Tiie secretary recommends the construct ion of five new ships as follow: "Two armor-clad vessels to cost exclusive of arma ment not more than ?0,000,0Oj, one to be built by contract and ono in tho navy yards, and three more fast cruisers of the highest typo " He Bays that in six years only four of tho present cruising irhips will remain korvicoablo, in other words, tho old navy will have disappeared, encourage ment for torpedo experiment is recom mended and suggestion is made that tho course in the naval academy be roJuceJ to fouryoars. Stock and Crops. Macey Brothers sold to George Ayres, of New York, a two.year old bay colt, by Tea Brouck, for $1,000. James and Jacob Ilnely, of Madison County, cut ofl the tails of 48 sheep in October, and all but six have since died. Bramletto & Gibson, of Carlisle, sold 1,200 hogsh eads of tobacco to the Finzer Brothers, of Louuville, a few days ago at 21 cents, amounting to $315,000. R. C. Blaad, of Washington, shipped twenty-three cattle, averaging ono thou sand seven hundred pounds, to Cincin nati yesterday on the St. Lawrence. R. P. Pepper, of Frankfort, Kv.,,haB sold to C. N. Dunlap, of Jit. Sterling, Illinois, Motor, bay colt, foaled 1884, sired by Onward ; dam Griselda, by Wm. Ryadyk ; Becond dam by Amos Clay. Since January last Ed Martin, of Brown County, Ohio, has purchased forty-five car-loads of horses at Blooming ton, 111., and twenty-five car-loadB from Ohio and Kentucky, at a cost of about $300,000. The widow Crow, of near Los Angeles, Cal., raised 8,000 acres of wheat Ingt'aum mor, which she sold tor $00,000. When her crop was ripe, she put five combined machines to work which cut, threshed and sacked thirty acres each per day. It took thru men to tie tho Backs when threshed. Miss Laura Graham, daughter of Dr. V. B. Graham, living at WrigKtsvilfc, Ohio, six miles above Manchester, fell speechless last Tuesday night and died in twonty minutes. Senatot Harris' plan of reducing the sal ary of tho commissioners does not meet the approval of tho people of a greater portion of this section of the State." Florence Bindley. All lovers of refined and wholesome comedy aro assured of a rich treat in the forthcoming engagement of Mias Florence Bindley, next Wednesday night, at tho Washington Opera House. Although still a girl in years she is ono of the brightest comedy stars in the firmanent, full of fun and girlish-mischief. Her support, too, is said to be unex celled by any comedy company on the road, composed of thorough artists, well known to all metropolitan theatre-goers. A Rare Occurrence. A ripo pear was plucked from a treo in Mr. J. H. Rains' yard on Third street yesterday. The pear is a fall variety, generally ripening in October, but this is considered the second crop the present year. It was the only one on the tree, and was of a very fine quality. County Court Proceedings. John Cruey resigned as overseer of roads in district No. 9, Orangeburg pre cinct, and O. M. Redmond was appointed to fill the vacancy.
