derstanding was locally entertained the
initial prices reflected the m iterial de
clines in American stocks furnished from
the London market These declines In
several instances extended to ocr 1 point
nnd upon -the oiieniner of huines foreign
houses sold heaiU here disposing dur
ing the forenoon of oer 50003 shares of
arioU3 Flocks
Apart from the ietvs egarding the con
dition of the President the most impor
tant intelligence presented for considera
tion at the opening of huslnets was the
Government crop report As had been
generally expected the Governments per
centages of the corn crop indicated
further deterioration In the month of Au
gust but statisticians still figure from the
percentages a probable harvest of 1315
OMOff bushels The Icld of wheat calcu
lated from the Governments percentages
was about C5Sft000 bushels These re
sults were generally In line with the
opinion of competent authorities In the
grain trade and it is improbable that the
final out turn of the crops will varj much
from these estimates
Of the mrnv gratlfjlng returns of traf
fic submitted todaj for the first week of
the month one of the best exhibits was
made by the St Paul Company a circum
stance which Increased the Interest taken
In the rate of dividend to be declared up
on that stock tomorrow afternoir The
fluctuations in St Paul were erratic and
seemed to reflect an utter absence of fix
ed orinions on the part of the speculative
holders as to what the rate will be
The dealings were largest in the ratlwav
list iind little animation was maintained
In any other quarter of the market Quite
sharp advances were noted in Cin
cinnati Cleveland Chicago and St
Iouis Canada Southern and the Nick
el Plate issues the so called Junior Van
derbilts but no spcciil gossip of interest
attended the advances shown Among the
lower prictd stocks the dealings were
most active in the Erics and Southern
Railway common which were compara
tively llrm
With the termination of thehetv j selling
for foreign account the market at large
developed a sonewhat firmer tone but
there was no measurable Increase in ac
tlvlty Little or nothing was done among
the local traction issue Effective pres
sure -as shown at the opening in Amal
gamated Copper which it was believed
had been selected as an object of attack
for breaking the remainder of the mar
ket
Particularly extensive declines appear
ed in tht Republic Iron and Steel issues
on the exceedingly discouraging annual
statement made bv that companv

cue of the market in a rtmarkable way on

ence is abtolutil to control the
market in such a crisK The not only
latter respect

around the level before the President was
shot Rut this advance was a manipu
lated one cntirel with I ttle outside sup
port It is not in the lea t like that the
insiders wished at this time to cause a bull
market Jt is possible that the advance as
it was went lurther than the had ex
pected owing to the covering of shorts
The outleok now is that the market will
be a waiting one for a time with the
tendency for a day or two perhaps toward
a lower level In a small wa Neither an
important advance nor a large decline
should be expected Later in the ear
when the monetary conditions arc more
favorable the insiders will attempt to
cause a boom in all probability In order
that the ma sell out some of the stocks
they have been fore eel to take from the
puunc during tne past lew monins
The action of the Secretary of the
Treasury in offering to buy KOOuOOiX Gov
bonds at his own price and In
directing tint the Internal revenue re
ceipts to the extent of 53010000 be di
verted to the Government depositaries
had a most reassuring effect on the mar
ket as was intended It ma be doubted
however if the actual result to the finan
cial conditions In New York will be im
portant In the first place the Secretary
reserves the right to reject any and all
offers to sell bonds and there is no reason
to suppose that the offers made will be
below the present market price In the
second place only a small part of the
J50000y0 of internal revenue receipts will
go to the New York banks The entire
amount will be of some help of course as
the monev received bv the interior banks
from the Treasur will make the demands
from the Interior on New York approxi
mate so much less
The movement of mono to the West
continues and while estimates as to the
showing of the bank statement are not
of much vulue at this time in the week
It is believed that In all probability the
banks will show a loss of cash There is
nothing in the monetary conditions to In
vite a bull market If the public could
be Irduced to buy stocks now the demand
for loans would be so great as to create
a sharp stringency In all probabilit
Unofficial crop experts are pointing out
the curious discrepancy that exists ap
parently between the weekly crop reports
of the xVcather Bureau and the monthly
reports of the statistician of the Agricul
tural Department Every weekl report
In August and the first weekl report of
this month Issued on Tuesday told of im
proving conditions in corn and was most
hopeful In its tone The opinion generally
formed from these statements was that
the September monthly report would show
a better condition for the crop than the
August report did The private advices
of the railwajs and the brokers confirmed
this idea Instead the September report
makes the corn percentage figure nearly
three points less than it was In August
Despite the rather gloomy monthly report
the street was net much cast down by It
apparently The conclusion has been
reached by conservative people that the
corn crop damage has been fully dis
counted In the break that has occurred in
the granger securities
The mest active stock on the list yes
terday and the one in which there was
the most general interest was St Paul
The great buoanc in the btock gave
way to a reactionary tendency and It
closed at 103 with a net loss for the
day The talk of an extra dividend to
be declared on the stock by the directors
at their meeting toaay was sin nearu
but as no official confirmation of the gos
sip could be obtained there was more
tendency to discredit the rumor The
extra may be declared for the effect that
such action would have In helping to hold
the market up It will not be declared
for any other reason If the statements
made by officers of the company a few
weeks ago are to be believed This of
course does not mean that the dividend
is not warranted bv the condition of the
companv for the SL Paul Is earning a
ver large surplus over Its present divi
dend disbursement enough almost to dou
ble the dividend In fact Hut only a
short time ngo It had been decided by
the directors that no change would be
made nt this time Another stor that
the preferred stock of the compan Is
to be retired and replaced by a 34 per
cent bond has no foundation as fat as
can be learned
