The reunion committee of the Army
of tho Potomac met jestcrday afternoon
at encampment headquarters for the
purpose of considering the plans of the
organization for entertaining visiting
veterans during the week of October 6
The chairman of the committee is
Col W II Dudley and Its members
arc the chairmen of the separate corji3
cf the Army of tho Potomac
The business of the meeting yesterday
afternoon vas confined to the prellmf
nary arrangements for encampment
week A motion was made and carried
that four subcommittees bo appointed
by the chairmen The special duty of
tho respective subcommittees will be to
select the speakers who will be heard
at the reunion meetings of tho Army of
the Potomac to make out the program
for the week to -superintend the details
of the reception and as a committee on
ways and means
To Visit Gettysburg
Colonel Dudley will attend the conven
tion of the society at Gettysburg on
September 16 He will read a letter
before Its members announcing the com
ing encampment of tho Grand Army of
the Ilepublic la Washington and also
extend an Imitation to them to bo pres
ent
A request will be sent In to the gen
eral reunion committee that the largest
tent on the White Lot will be placed at
the disposal of tnc Army of the Po
tomac
The announcement of the movement to
make Washington the permanent head
quarters of the Grand Army of the He
public and to henceforth hold all en
campments of the national body In this
city as announced exclusively In The
Times yesterday was the sole topic of
conversation in Grand Army circles last
night
On every hand the proposition meets
with the approval of the most prom
inent members of the organization who
have announced their Intention of forc
ing the matter to the Immediate atten
tion of the veterans throughout the
country
It Is believed that the Interests of the
organization and of the old soldiers In
dividually demand that this action be
taken and that from now on the na
tional encampments be devoted princi
pally to business and the social features
subordinated
To Be a Big Affair
Ever since It was announced that the
encampment this jear would be held In
this city the feeling has existed that the
veterans would make one last grand
rally and that never again would an
effort be made to attend these reunions
in numbers
To properly look after the Interests of
the veterans It Is said that the presence
of the national officers li urgently neces
sary at the National Capital where
their presence Is constantly demanded
in the interest cf the members of the
organization
The matter has been under considera
tion by the leaders in Grand Army af
fairs for several years past and It ia
believed that the time is now ripe for
the accomplishment of the fact It v
not the purpose under the proposea
plan to ask any consideration from the
citizens of the city but to bring the
delegates here at the expense of the
organization who will defray -all ex
penses
Cept Henry A Cobaugh in charge of
the guard over Uncle Sams vaults In
the Treasury Department Is one of tn
most earnest advocates of the proposed
plan and has been urging the mattet
upon the attention of some of the lead
ers throughout tho country In ever
Instance be has been met with a KIndl
reception and the assurance of the ai
proval of the plan
Favors Genera Miles
An effort Is being made to Induce Gen
Nelson A Miles to accept tho position
as chief marshal to the chic and mili
tary parade and with this object In
ilew Chairman Bralnard H Warner
yesterday directed a communication to
General Torrance upon the subject It
is the tamest desire of many of the
veterans to have the distinguished offi
ce occupy some position that will In
sure his coming In contact with the sur
vivors of the great civil struggle Gen
eral JUIes will be out of the city dur
ing the encampment period but It Is
hoped that he may be induced to be
present for a day at least
In the minds of the rank and file of
the survivors of the war General lilies
Is the most prominent survivor of those
who participated in that memorable
struggle and the encampment without
the presence of the general would be
lacking In one very desirable feature
Much regret was expressed yesterday
at the enforced withdrawal of Mr M
Dyrcnforth from the committees on
which ho has been senilis Mr Dyren
forth was extremely popular and his
absence is regretted Mr W Clifford
Iong will be appointed as chairman of
th fireworks committee to fill the va
cancy created and It Is the general be
lief that It would have been Impossible
to jiave selected a more capable gentle

The name of Capt W I Hallack has

Mr H C Taber of the Interior De
partment has forwarded to headquar
ters a letter from Mr Fred Cossium
of Auburn N T in which he states
that about 100 veterans will come from
that place and asks that accommoda
tions be reserved for a small party

Berkley Cal of one hundred pairs of
double stars never before catalogued or
of the discovery by Director W W
Campbell of the Lick Observatory w Ith
the aid of the Mills spectroscope of six
stars whose velocities in the line of
sight are variable
Prof W S Elckelberger of tbo Naval
Observatory stated yesterday that both
of these gentlemen had been encased
In this work for many years and that
similar Discoveries Dy tnem were fre
quently announced Dr Husey he stated
has discovered probably five hundred
double stars In his time while Director
Campbell is continually making an
nouncements of greater or less Import
ance It will probably be several years
before observations are taken that will
determine the movement In the heav
ens of the newly discovered bodies

ISLES CONFIRMED
England Formally Surrenders to Hon
duras Sovereignty Acquired in 1859
Many Islanders to Leave
Official confirmalon of the surrender
of the sovereignty by the British gov
ernment over three bay islands of Hon
duras has been received by tho State
Department from the United States con
sular offices a Puerto Cortcz and Utllla
They report that on June 13 the British
gunboat Psyche arrived at the bay isl
ands and published a decree of the Brit
ish government that all persons living
on the islmds in 1S when the island
was ceded to Honduras and their de
scendants are citizens of Honduras
and that those who arrived after loSU
retain their nationality
All passports granted by the British
consul at Tnixlllo and by the governor
of British Honduras to such persons as
are now held to be cltltens of Honduras
are Ir alid
The consul at Puerto Cortez adds that
this decree affects about four fifths of
the inhabitants of Utllla Ituatan and
Bonacca to the number of about r0C0
people who had considered themselves

elevator on the fifth floor and now used
by Commissioner Macfarland as an ante
room
The Superintendent of Property will
transfer his office from the Harper
Building to rooms 32 and 31 District

partment and the larger of the two
toilet rooms now located on the third

for his use
The railing now separating the of
