The speculative community which
was cast down and xiith good reason a
neck ago has been raised again to heights
of Joy by the stoppage of the coal strike
and the disbursements of public money
by the Secretary of the Treasury As
for the business community it was at
no time greatly troubled either by the
coal strike or the money stringency in
Wall Street and hence while it is
mightily glad that the difficulty with the
miners has been arranged realizing
that the matter -was becoming serious
it is going about its affairs steadily and
without undue exhiliration as before
To Displace Anthracite
The opinion is general among large
former users of anthracite that soft
coal will hereafter displace the old fuel
to a great extent It is the belief in
the increased use of soft coal that un
derlies the upward movement in the
stock market in tho stocks of the soft
coal railroads
At the moment affairs in Wall Street
and the Security markets seem to rest
In this wise With the coal strike a
thing of the past and tight money un
loosed by the Secretary of the Treas
ury the two great weights keeping the
market down have been removed Is the
bull fever tnen to bo renewed Prices
of securities have had only a normal re
action of ten points after an advance
of much more due to the usual strin
gency of money In the autumn Why
should not these prices return to the
levels Teached In the eager midsummer
days and even rise to higher altitudes
Here stands the Secretary of the Treas
ury ready to reliee the tension at any
time Such is the argument of opera
tors for the rise
The simple question now however is
Is this relief so kindly granted to to
v3ed not for purposes of relief but as a
basis for a further prodigious lank loan
expansion and another speculative revl
vihich will just so certainly as thej
come again be found begging the Treas
ury Department for help lest they per
ish Is this n fitting response of thr
financial commvnlty to make to the gen
erosity of the Government
The Probable Result
It is believed by some of the oldest
and shrewdest men Jn Wall Street that
exactly such a response will be made
and the fire of ardent blazing specula
tion -will be maintained just so long as
fuel can be drawn from the Treasury
Department It is the belief of others
that the speculative element which
would be glad no doubt to make such
a perilous experiment will be prevented
from doing so either directly by bank
ing and other conservative interests or
by the operation of purely natural re
straints

began a series of experiments and for a
day or two nothing was heard of the
nail They began to call him lazy
Finally he had a bean threshing ma
chine complete It was at first turned
by hand Finding this too laborious an
old horsepower was connected with the
machine by a drive belt
So great was the capacity of this sim
ple collection of wheels bars belts and
pulleys that extra help was needed to
get the beans to the machine A five
acre crop went through In one hour and
thirteen minutes and not a single bean
was split

The present condition of the coal sup
ply of the JJnited States and the pos
sibilities of the large substitution of
petroleum for coal as a fuel give an in
creased interest to the statistics of Hus
siaa petroleum as reported in Mineral
Resources of the United States 1H01
soon to be published by the United
States Geological Survey
Since the year 1S97 Russia has pro
duced more petroleum than the United
Suites Beginning with 1S97 the Rus
sian production has been increasing by
an average of over 12 per cent each
year to the close of 1901
Figures Tell Tale
In round numbers the figures of pro
duction for the two countries arc as fol

The average annual increase during
the five years for Russia has been 1257
per cent for the United States 289 pei
cent there having been a small de
crease in the production of the United
States in 1897 and a largo decrease in
189S
Facilities Crude
The facilities for handling the large
Russian production are at present crude
costly and wasteful The markets are
far away from the production The main
foreign shipping port at Batum pn the
Black Sea is separated by mountain
chains from the chief center of produc
tion Baku on the Caspian Sea To
bring the oil to the seaboard 400 miles
of railroad must be traveled to the
terminus of the pipe line and then 160
miles still remain before reaching
Batum
The capacity of the pipe line Is almost
double the capacity of the railroad so
that the amount taken to Batum de
pends upon the capacity of the railroad
The Volga River is an outlet for 80 per
cent of the production and reaches
many miles into the heart of the Rus
sian Empire But the Volga is frozen up
for several months In the year and is
subject to months of low water stages
in the summer and fall
Russian Coal Inferior
The price of 10 kopecks per pood equal
to 46 cents per barrel for residuals or
fuel oil allowing 35 barrels to equal a
ton of Russian coal places a value upon
the oil corresponding to 161 per ton for
coal When the oil Is valued at 11 ko
pecks per pood or 51 cents per barrel
the price is equivalent to 178 per ton
for coal
This is a very fair price for the pe
troleum and should carry It a long dis
tance before the cost equals the corre
sponding cost of the Russian coal which
is high priced and Inferior in quality It
is the Irregular supply and the fluctuat
ing price which Interfere with the sale
of larger quantities of fuel oil in the
great Interior of Russia At the price of
10 kopecks per pood or 46 cents per Bar
rel which is considerably higher than
the average price for 1901 the oil can
not fall to secure a market If transpor
tation ould be guaranteed and at prices
much in advance of that named for com
parison
Supply Is Scant
During the year 1900 Russia produced
only about 17800000 short tons of coal
the higher grades of which sell for 14 to
16 rubles per ton or about 7 to 8 per
ton During the same year the United
States produced in round numbers 270-
000000 short tons of coal All of tho
countries bordering on the Mediterra
nean Sea arc poorly supplied with fuel
When It Is considered that two thirds
of the total production at Baku about
81000000 barrels in 1901 now finds a
market as fuel oil we have In the pe
troleum an equivalent of nearly 10000
000 tons of coal
When certain means of oil transpor
tation now In contemplation In IlUHsi
are finished the value of this liquid fuel
will begin to bo appreciated and the n
tcrnal Industry of that great country
will receive the benefits to which it
entitled from- natures bounty
Exports of Petroleum
Tho total exports of petroleum crude
and refined ficm Russia to foreign ports
In 1901 were 428057210 gallons or 4033
per cent of the total exports of
from the United States In 1901
which amounted to 1062730306 gallons

The very great difference between the
petroleum of the United States and that
of Russia is shown in tho statistics of
refine petroleum Of the total worlds
production of crude petroleum In 1901

rels or 5149 per cent and yet of the
total production of refined petroleum of
all grades In 1901 estimated nt 1500

One Satisfactory Feature Is Shortening
of Hours Table Showing
Standard Wages
A marked reduction in the wages of
labor In England Is reported in the
Chamber of Commerce Journal the
official organ of the London chamber of
commerce a copy of which haB Just
reached the Treasury bureau of sta
tistics
There 1b a warning it says to
masters and men alike in the official re
port on the changes in rates of wages
and hours of labor during 1901 It fjre
shadows a relapse from the prosporty
of the last few years a decline in wages
having to be recorded for the first time
since 1S95
Work People Affected
Moreover during the first half of
the present year the tendency is still
toward lower wages The number cf
work people affected by reductions in
1901 was grpater than any year in the
period from 1S93 1901 the romputed
amount of the reductions being more
than the total reductions recorded in
the previous eight years
It is estimated that the net decrease
in the wages bill last year was about
1584000 compared with a net
increase of 6000000 in 1900 The
fall In wages was confined to the mining
and quarrying and the metal and engi
neering and shipbuilding groups of in
dustries there being net increases in
the other groups building textile and
clothing
A Satisfactory Feature
One most satisfactory feature in the
report is however the fact that then
was a large Increase In the percentage
of work people whose wages were settled
by conciliation boards which is malny
due to the formation or re estalishmet
of such boards in the mining Industry
Out of every 100 persons whose wages
were changed only two were concerned
in strikes and lockouts This is the low
est recorded percentage With regard
to changes in hours of labor 5S6 work
people had their hours lengthened and
28690 had them shortened the net result
being n reduction of 5872S hours per
week
Printers Gain Advantage
The principal changes were in tha
printing trade Included in those affect
ed by changes in hours in this trade are
12923 compositors readers machine ten
ders bookbinders mechanics etc em
ployed In the London printing trade
Compositors hours were reduced under
the award of the arbitrators appointed
by the board of trade from Dfty four to
fifty two and a half Tho letterpress
printers bookbinders and machine rul
ers of Glasgow to the number of 3060
also secured a reduction from fifty two
and a half to fifty
A brief consideration of thc fore
going will show that altogether the out
look for labor is less encouraging than
for sonfe years past and it behooves
both employers nnd employed to use
common sense zeal and intelligence in
maintaining and consolidating Indus
try upon which the prosperity of tho
country depends

cently issued by the British board of
