The litrht- housc tender Mangrove, bearing tho members of the com t of inquiry, ar rived from Havana at 7 o'clock Sunday morning. The court resumed its ses sions in the United States district court room in tho Federal building at 10 o'clock Monday morning aud will probably return to Havana on Wed nesday. Tho most important witness to ba examined here is 'Lieut, ltlaudin, tho officer 'of the deck when the explosion on tho Maine occurred. The testimony of tho other survivors will take only a" short time. Capt. Sampson, Capt. Cadwick and Lieut. Commander Potter came ushoro and arranged preliminary details for the sessions Of the court. Martin Redding, a diver, returned hero Sunday. He" was taken to Havana to work on the wreck and his arrival caused much comment, it being said that he had talked too much at Havana and had been removed in consequence. On his arrival he held forth at consid erable length beforo a street corner audience and but little credence could bo given to his numerous statements. ltr. Adm. Sicard has had frequent con ferences with Capt Sampson and other members of tho court of inquiry at tho hotel. Ho said Sunday night: "I think they ought to get away on Wednesday. As yet there is nothing that can bo Eaid about their work."- lu reply to a. question as to the ru mored removal of tho war ships to Cuba, Adm. Sicard said: "The fleet is now'movlng and I knqw nothing aout it going to Cuba.' Still you, ihow 1 have steam up and could go anywhere if ordered." He was asked if anything had hap pened to justify the statement that tho situation was more serious to-day then it had been, and ho replied: "They know at Washington about that. Just how strained our relations aro with Spain I am unable to say." o The excitement Saturday after tho arrival of tho Cuban filibusters, head ed by Gen. Nunez and Capt. John O'Brien, completely eclipsed all tho doings and sayings of the court of in quiry officers. Their quick departure prevented very much being learned as to the expedition, but the Cubans here arc elated. An expedition has beon preparing to get nway from Key West for some 'time, but ' it probably will suffer another delay, as tho plot has leaked out through two Spanish spies. Tampa, Fla., rFeb. 28. Capt. Hanlon, of the Plant steamship Mascottc, which arrived here Sunday night from Havana, was granted an audience Sat urday by Consul General Lee, and took breakfast with him at Hotel In gletcrra. 'To hlra Ren. Leo positively denied tho reports to the effect that he had advised Americans to leave Havana, and that ho has discovered no evidence of any anti-American feeling there, and that ho anticipated no un friendly demonstration whatever tho finding of tho court of inquiry in tho Maine disaster might be. " Capt. Hanlon states that the body guard of Gen. Leo consists of only three soldiers, and that fewer soldiers wero In evidence on tho strcots of Havana than usual, and that no excitement among the people there had been caused by tho rumors of war published In tho papers of this country. Gen. Leo admitted to Capt. Hanlon. that both Cubans and Spaniards are intensely Interested in the result of tho investigation by tho board of inquiry, but said that further than that reports of oxcitement or 'threatened demonstrations 'were groundless. New Yohk, Feb. 28. A dispatch to tho Tribune from Havana says: Tho arrival of the Spanish cruiser Vizcaya is awaited with extreme Interest. It is possible that tho arrival of tho war ship may be mado the occasion for a demonstration of intransigent and vol unteers. The government ean not well forbid a demonstration of Spanish loy alty. T,ho occasion will afford an ox 'cellcnt opportunity to measure the feeling of tho Spanish classes. Tho .authorities are disquieted over the prospect of riotous proceedings before the Vizcayu's arrival. Tho naval board shifts Its inquiry to "Key West temporarily. While It is holding sessions there tho work of the diver will go forward and something may bo dono toward raising portions of tlio wreck of the Maine, Members bf tho board discourage laying too niuch'stress'oii what'the divers are do ing or drawing posit! vj conclusions from their labors. Nevertheless, they have found tlio forward maga zino utact and havo beep brlnKln?up powder which was not likely to havo remained powder if the explosion had been an internal one. Much of the cvldenco leads t support tho belief of an explosion produced by a sub marine mine. The Inquiries of the board aro directed along a line to bring out facts bearing on the point. Tho proof is neither final nor oosl tlve, but it is strong enough to mako tho theory of an accident a growing Improbability. Until the hullcr plates can bo examined no con clusive opinion can bo formed. That may bo determined by tho time tho board returns to Havana. Cant. Samp soil and his associates aro aware of tho impatience with which tho result of tho Inquiry is auuitcd in the United States, but their labors are too momen tous in consequence to be hurried. Key Wi.st, Flu., Feb. 28. All tho Maine's dead that remain unburied will bo laid to rest in Key West. Orders to this effect wero received from the navy department and tho coast survey boat Itaclie will bring hero any bodies found. Fifty coffins have been ordered from Key West un dertakers. Tho navy department's order is said to have beon issued under the pressure of public sentiment against burying tho remains of thcs.mois on Spanish Soil. Adm. Sicard and his stall have charge of the funeral arrangements. Kl.Y Wi.Sr, Fla., Feb. 28. The board -of inquiry, which is investigating the cause ot tlio disaster to the .Maine, convened at 10 o'clock Monday in tho i United States district courtroom in the custom house building. The tesli m6ny was taken frbm survivors of the Maine. As Was the easo in Havana, tho board maintained the strictest secrecy rogardlng its proceedings. Officers and men of the Maine wore examined Monday. The members of the board of inquiry, after taking tes timony of these men, will return to Havana to complete their work. They may be ready to return by Wed nesday or Thursday. Divers aro work ing on the Maine all the time. Tho house leaders are opposed to a river and harbor bill, and the friends of the bill on tho com mittee believe it would be better to wait until tho short session, after tho congiessional elections next fall, when a complete and comprehensive bill can be reported, rather than attempt to pass an inadequate bill at this session.
