Thu Amount of interest there font are only approximately correct, but it Is believed that if the calculations were made, with exactness the amounts fulling due at each specified period would exceed the amounts put down in the foregoing statement, and the aggregate amount of payments would also thus bo larger. It is probable that under the provisions of an act of the legislature, contained in the revised statutes of 1877, chapter llo, sectioii'l, page 740, new bonds in renewal of those now outstanding, as they respec tively become due, could bo issued by the city and county, if suitable arrangement., therefor could be made with the holders of the maturing lionds. The provisions of law above alluded to are as follows, vi: 'That in all cases where any county, city, town, township, school district or other municipal corporation has issued bonds or otherevidencesof indebtedness for money, or has contracted debts, which arc the binding, subsisting, legal obligations of such county, city, tow,!, tow .lship, school district or other municipal corporation, and the same, or any portion thereof remain outstanding nud unjmid,it shall be law ft.l for tllO proper corporate autlioriucs of any bucIi county, city, town, townshiji, !ll"ol iliitrivt V other municipal corporation, Up,,n th(. mir render of any such bonds or other evidence of indebtedness or any number or portion thereof, to issue in lieu or place therof, to the owners or holders of the same, new bonds or other evidences of indebtedness, in such form, for such amounts, upon such time, not exceeding 30 years, payable at such place, and bearing such rato of interest, not exceeding the rate of interest specified in the bonds or evidences of indebtedness, iu lieu of w hich they are issued, as may be agreed upon with the owner- or holders of such outstanding bonds or other evidences of indebtedness" ''Provided, that no new bonds or other evidences of indebtedness shall be issued under this act, unless the same shall be first authorized by a vote of a maji irity of the legal v. iters of s',r.:li county, city, town, township, school dis tric, or other municipal corporation, voting at some general election or special election neld for that piupose." Hut it is to be obsi rved that this arranife meiit can apply only to the principal of the bonds, the issue of bonds for the interest which lias either already aecruciLor which may hereafter become due. bein.; interdict ed by section 13,"of article !l of the consti tution of the State of 170, which says: "No county, city, township, school district, or other municipal corporation, shall be allowed to become indebted jn any manner or for any purpose to an amount, includiuy; existing imlebtiilness, in the agiftvgatii exceeding ) jut centum on the value of the taxable property therein, to be ascertained by the last assessment for State and county taxes, previous to the incurring of such in debtedness." As this limit of indebtedness lias already been reached by lsith the city and county any issue of bonds for interest, which has already accrued and is unpaid or for interest hereafter to accrue would be illegal, and not beim; a binding obliga tion upon either the city or county they would not'be received by unv one. and thus the only source from which means can be derived to meet this inter .'st is direct. taxation ot the property of city and county. This interest for the term the bonds have the alone, to run. to be paid by the city would be about. .")N3 ,710 l'., and by the county about $370, ioii 00 making together ."3.710 It), a sum greater than the whole amount required to be paid for both principal and inte rest under the propos-d funding arrangement. as will be seen by reference to the particulars of that ar rangement, which will Icreafter appear in this report. Hut with their large existing bonded in debtedness unadjusted, there Would not, in the opinion of your committee, be ti e slightest probability that cither the city o'r county could effect renewals of any ot their bonds, and therefore there would' be noth ing left for them to do but to make pay ment of the entire jirincipal and interest of the binds themselves as they each respect ively fell due, or be subjected to the annoy ance, vexation ami injury of iiinumerablit law suits, judgments, executions and other proceedings to be instituted by bondhold er to collect the amounts due them. As, in the opinion of your committee, it would simply be an impossibility f..r the city and county to make payment as retuired, tho other alternative vi annoyance, vexation and injury would inevitably be the result, and it will rciiuirc but limited reflection to forecast the disannuls consciuciiefs of tint inimical proceedings to which holders of the linids would undoubtedly resort.
