sion of Bird's Point and by violence threat
ened to establish u strict (juarantine there
against Cairo, forbidding all communica
tion between Missouri and Cairo. While I
was at Fillmore waiting for the steamer I
heard such a quarantine advocated bv
scveral, all of whom, s i far as my knowl
ed'i! extends, would be lieiiefitted by such
quarantine, ln-ino; establiahed in Kentucky.
I hope the people of Ballard county willbi
guilty of no such folly as to permit the ts
tablishment of such armed quarantine, or
any other quarantine, against Cairo. Cairo
is our market, and if we are shut out from
it we have no place to dispose of our pro
(luce, much of w hich is of a H rishable na
ture, and requires to be disposed of ituim
diately, By no means should we quaran

course pursued by Cairo in establishing utn
enforcing her quarantine has placed all
this section of Kentucky and Missouri
and Illinois under the greatest obligation
as being the great conservator of our health
our shield against the introduction of
yellow fever. From my own observation, I
know that the oliicers of the Three State
are as vigilant as it is possible to be, fi

our immediate section to cross to Cairo.

city. I found that many families ha
left and were leaving, many at
sacrifice of their furniture, but
in all my course through thu
town I could not hear of a single case of
yellow fever; all this leaving was from
punk". I have been in Cairo many times in
the last six weeks and have had good op
portunities of seeing the health of the
families of your city, and must say I do not
think it is jsissible for a place of its size to
be in a better sanitary condition.

It has been plainly shown this year that
the only place where tlm discus'; breaks out
in an epidemic form are where the sanitary
conditions of the tow ns has not been prop
erly attended to. The history of previous
epidemics bears out this statement. Shreve
port and Memphis were the worst afflicted
at the time of the last invasion of the
plague. Shrevcport took the hint, and so
thoroughly clean is the town this year that
the disease has nut obtained the slightest
foothold. There have been a few cases
there, but they were people
from the infected districts who
contracted the seeds of thedisease elsewhere,
and the fact that it did not spread from
them to the other inhabitants goes to prove
tiutt it is not at all contagious. But the
citizens of Memphis neglected to profit by
the lesson they had received and as a con
sequence again their town has become a
very hotdied of fever. A foul newer was
left 0M'U in Oiunaila and it was the eman
ations from that which produced the gi rms
of the disease. In New Orleans it is reproted
the streets are in h very filthy condition.
