appropriation of only $10,000,000. A quar
ter of a million is to be paid down and the

levee system is ruinous and wasteful. And
in this the Captain is not much out of the
way. It would simply build up un elevated
water way, that would, iu time, by tho con
tinued deposits, place even tho lied of the
river above tho surface of the land on either
side of it. Tho bursting of levees necessary
to confine such a watercourse, would spread
ruin and desolation, along its entire length,
from Cairo to the gulf. In opposing the
levee system as a sole means for the attain
ment of the objects aimed at, the Captain's
"head is level." The people favor that sys
tem in so far its it may serve as un uuxilli
ury of the jetty system; but no further. Nor
are they in favor of Captain Cowden's sys
tem. It amounts to but little more than a
theory. The success of the jetty system has
been demonstrated. The people have con
fidence in it, ami look with distrust upon
movements that seek the application of any
other. Especially is this the case among
southern people, in so far as Cowden's plan
is concerned. Tli"y declare that it is "a
transparent job," and as such refuse to lend
it countenance. The plan will be submitted
to congress, however, us Mr. Young, of
Tennessee has drawn a bill that covers it,
and will, at the earliest opportunity, ask
for an .appropriation to carry it into effect.
The appropriation will be refused, of course,
and that, for a time, will be the lust of
