Under the rules the resolu tion was laid over. The special order, Mr. Collins' resolution providing that there shall be submitted to the voters of the state at the next election a proposition to amend the constitution by declaring ns iollows: "The right of trial by jury shall remain inviolate but the Gen eral Assembly may provide that the con currence of not less than threc-tourths of the jurors in a verdict in civil cases shall be a sufficient agreement and their lindiii'' shall be the verdict of a jury." There is one cause for rejoicing already developed in the gnerally dreaded extra session, and that is the conservative spirit as displayed in the organization and outcrop, pings of sentiment in both houses. For. example the Democrats of the. Senate in making up the committees have indicated that no revolutionary measures will be at tempted in the wuy of financial and com -cercial legislation So far as business rela tions are concerned I believe the indications point all in one way, toward n session of ex ceptional innocence. In the house this sentiment is plainly em phasized in the election of Mr. Randall for speaker. It is known that he is opposed to any financial or other general legislation now and w ill use his influence against it. The squeezing out of the Greenback party, after a season of boasting about the balance of power in their hands, adds weight to this view. In fact, some of the Green backers themselves weakened under the ap parently wavering fortunes of that organi zation. The news of the municipal elec tions in Maine, showing great losses in their hitherto stronghold, has convinced shrewd men in that organization that it is useless tu t,t.i k to that forlorn hope 'in congress. Even the 13 they r tistered in the vote for speaker will divide between the two great parties, and finally be lost to view. Their threats of imnortant legislation to suit their views will go for naught. Speaker Randall was serenaded last night by a large number of his partizan friends, and he made a speech hi which he claimed that the repeal of tins Federal election laws was in the interest of nationul peace. He was greeted with great enthu siasm. The case of breach of promise of mar riage, the "Widow Oliver" against Simon Cameron, has been on trial here for several days, and is the sensation. General IJutler represents Mr. Cameron, and he cross-examined the plaintiff yesterday in a way which would have made a modest woman wish to withdraw from the suit. The case is developing some tilth, and probably a good deal of untruth. Mr. Oliver, the "late" husband ol the "widow," appeared in couit to astonish his wife yesterday, and she was made to identify him. This was rather u damper, and it is said tho "widow" would be willing to settle the case now for a small consideration. It is worthy of note that the emmigra tion Ut this country is on the increase very largely. The figures at the bureau of sta tistics show a large increase over those of last year, so far.
