of United States courts in the territory and

The other day the Illinois House of Hep
lesentativcs was opened by the Rev. Phillip
Gracf with thy following very point

ed with uproarous laughter:

It is not at all unlikely that the future
maintenance of our Normal ychools at the
expense of the State, w ill be made n ques
tion in the election of members for the
next General Assembly. The public is be
coming deeply impressed with the idea that
these schools should be mude self-supporting.
They sur e as public schools to the
communities where they are located; and
not one-ba'.f of thos-3 who graduate, there
from devote their lives to the profession of
teaching. The State is, thus, grievously
wronged. And were this not the case, the
education of men snd women for lucrative
pursuits at public expense, is a matter of at
least questionable propiiety. Lawyers r.cd
preachers educate th'mseivn; and since
educated teachers command good salaries,
the number of those who believe that they,
like the lawyers, doctor and preach"!-,
should tit tin ms'lves fur their calling at
their own proper expense, is increasing
every day: and wc should not be at all sur
prised if the next General Assembly will
declare that tin: Normal schools of tta
State must sustain themvlves. or go down.
The State, donating the use of the build
ings, will ft-tl that her duty in that regard

In the senate to-day Mesr. Withers,
Wallace and Blaine will commence the dis
cussion of the army bill, or amendments to
it proosed in the senate. There will with
out doubt be prolonged discussion, perhaps
two weeks, as all the lawyers of the senate,
HkcThurman, Hill, Voorhees, Eaton, Ed
munds, etc., and such politicians as Blaine,
Logan, Chandler, and the like, will have
something to say. In the house the legisla
tive bill, with its fair jury and its free elec
tion provisions will be up. There is no
doubt of the ultimate passage of the two
bills, almost exactly as favored by the De
mocracy and two-thirds of the voters of the
country. Then the alleged president will
have a chance to go back by a veto on all
the professions he has made for the last
half dozen years. Then the people will
take the question up, and I am much mis
taken if they do not settle it in a way to
bring repentance to those who profes to
think thr.t prescription, tho bayonet, the
spy, and arbitrary arrests are nec
essary parts of our government
machinery in time of peace. The
truth is that an enormous majority of the
people are with the Democracy in this fight,
and that the majority is sure to increase.
Mr. Randall receives but little commenda
tion tor his course 'n making up thu house
committee. A tew object to the consider
ation shown Mr. Ladd and other Green
backers, but all know that behind the
Greeuback representatives is a constituency

given what was equivalent to two

It seems that the radicals am willing to
be guilij of any nvnsurcK in order to curry
their points. To day which ia the first
"bill day" of the session, the homo having
heretofore adjourned over from Friday or
.Saturday till Tuesday, a large nuiiilxi of
members are anxious to present bills, but
the radicals who wish o prevent "general
legislation" will aitcmpl to consume the
time by introducing and demand the read
ing ol some very long bills, like the army
re-organization bill, which will consume
the whole day. No doubt Speaker Randall
will temper with common sense and fairness
his construction of the rules, and see that
justice U done.
