The Andy lhum has a line tup for mem
phis. She made fair additions to her corgo
here. Mr. M. M. Deem, who has been suf
fering for some weeks with a severe attack
of sickness, is up. again and Ht his post as
clerk of t lie Huuni.
The Paris Hrown had a gond cargo on
arrival ami made liberal additions here.
She got away for New Orh ans ta-t even
ing. The Thomns Sherlock, up. had a
fair trip.
The W. I'. llalliday got away for New
Orleans before day break yesterday morn
ing with a big cargo of freight and engage
ments below to fill her out. She ha, a l,;
lot of passenger4 on leaving, including a
party of a half dozen ladies ot' this city,
who make the round trip.
Captain Tom Shields, having retired
from the City of (Jrccnville, will arrive in
Cairo to-day, and again auine the part of
agent of the Anchor Line, Captain Flcm
Culvert, who had charge of the business nf
the Anchor Line here during Captain
Shield's absence, will hereafter command
the fine steamer John A. Sc.idder, while
Captain A. J. Carter, the former comman
der of the Scudder, takes charge of the city
of fireenville.

The Dcuiocratic party fourteen years ago
was in a majority so small in the Congress
of the I ,'nited States that it was incapable of
resisting the many outrages the majority
was inflicting on the Constitution, There
were only thirty-four or five Democrats in
the house, and but seven or eight in the
senate. The Mogul of the radicals was
Thaddrus Stevens, of Pensvlvaiiia. who
loldlv declared that he ami his party were
legislating outside of constitutional limits
and he who asserted to the contrary was
either ii knave or a fool. It was only nee
csMiry for him to crack his whip and every
radical sprang to his tect ami into line.
There was no toleration lor individual
opinion, lo kick out ot tlie party traces
was so hazardous that no one dared to per-
loim that feat. King Caucus blocked out
all political legislation, tind the measure was

A correspondent writes thai persons under
ari'i'st in Kiell' prison resolved some time
ago to tunnel under the walls rind escape.
The scheme was betrayed by one of the
conspirators. The authorities allowed the
prisoners to continue the excavation. When
tin; tunnel was completed and the prison
ers had entered it one after another intend
ing to come, up through the opening bey
ond the prison precinct", soldiers, previous
ly posted at the opening, shot the escaping
prisoners as they came up. When the
bulk of the prisoners, terrified by Hie noise,
of the firing, stopped and remained in the
tunnel, the soldiers were sent in from be
hind, and the unfortunate wretches, caught
between fires, were all shot down. The
proceeding seemed to give the ollicials
much amusement, and the Director of the
Kicff prison theu praised and decorated
them for having acted with such clearness
and decision. (Juite in keeping with this
is the statement published by the Kussian
chaplain in the Central Prison at CharkorT
in an official announcement, lie de
clares that of the live hundred prisoners de
tained at that prison, twohundred died with
in four months. One of the heaviest char
