TWENTY-SEVEN NEW CASES AND
TEN DEATHS AT MEMPHIS.
INOIONANT ori'OSITIOX TO THE KEW RULES
Memphis, Tenn., Aug., 20. The plnguc
e.hi!iits an upward tendency again to-day,
official reports to the board of health fur
nisbing 27 new cases. Total Whites, 12;
colored, I-"). Undertakers report ten inter.
nient.5, five of v.hich wrrs from yellow
fever, three being .white persons.
The meeting of the state loard of health
at N.i.v!ivi!!e Monday night promulgated a
series of sini-offlcial orders for the guidance
of the city and health officers ot Memphis
which havi- caused a great amount of con
demnatory discussion In all circles to-day,
the objectionable feature of the document
1-eiflt; tjie following clause: "From the
hours of six o'clock in the evening to four
o'clock in the morning, each day, all
persons not engaged in the care of thesick or
the execution of tlx-ir duties as officers of
said law shall remain at their homes or on
their respective premises, except by per-,
mi.viion of the superintendent of quaran
tine." The city authorities have hitherto
acted willingly ia co-operation with both
tin; state and national boards of health
but in this they will hardly concur. The
sentiment outside official circles is iu bitter
opposition and the state kard lias placed
itself i:i a ridieulaus attitude. Our people
cannot be convinced that any good results,
can follow thi.s inauguration of such ar
bitrary rules, and it would be difficult to
enforce them if adopted by our authorities
An iud:gnation meeting is being held to
night at a point in the southern portion of
the city. The sentiment expressed is that
the members of the state board of health
think our local authorities arc not exerting
every effort and employing every means at
hand. The state health authorities could
move nnro advisedly if they would visit
our stricken districts and see for themselves
so they could make such improvements m
the situation demands. It i.s stated that
repeated invitations have been extended,
them t visit Memphis, but as often de
clined upon the plea that some have never
had the fever, and if stricken down the
country would be deprived of their useful
ness. The siil'ext, surest aKd cheapest remedy

Dear Sir, In reply to tlio slanderous let

All this he told while conversing with

It is plain, indeed, to me, t lat his object

I have myself sympathized deeply
