of Assessor and Treasurer of Alexander County at
the approaching November election.
Washington, D. C, Sept. 23, 1S79;
A good deal has been said about the ae
ceptance by General Grant of the presidency
of the so-called Intcroccanic Ship Canal Co.,
to cut a ship canal through the Isthmus of
Panama. But I have good authority for
saying that there is no truth in it. In the
first place, there is no such company yet
formed. In the next place, General Grant
believes with many other Americans that
the work oinQvo Av, ,u. Americans, if
by any people exclusively, and that the bet
ter way is to have it douc by the combina
tion of nationalities so that such canal, if
ever a success, ehall bo forever neutral, and
never bo interfered with as a free commercial
highway during pcaco or war. With this
object in view negotiations are now under
way with Nicaragua for tho right of way
across its territory, and those negotiations,
I am credibly informed, are likely to prove
successful. While this will interfere with
the little plan of the European ring to con
trol that great work, it will not .interfere
with the work itsclt, provided it shall prove
to bo practicable. Indeed, tho charac
teristic ot internationality contemplated
would promote its success if anything
But thcro is another aspect yet of this
great subject, Xlany scientific persons
doubt the practicability of the canul scheme
in any form. Chief among tho doubters is
Capt. Eads, whoso success in engineering
gives him a wide influence among capital
ists. He says, that obstacles to be sur
mounted on tho isthmus' arc too formidable,
and the enormous expense could never be
offset by the advantages gained. It is al
ready well known that Capt. Eads himself
has a scheme for "cutting across'' tho con
tinent at Panama which others endorso as
practicable, which is to construct a marino
railway for transporting ships overland,
targoes and all, and launching them into
the opposite waters. Probably Capt. Eads
is presenting his scheme to European cap
italists now as one cheaper, easier, of con
struction, and more, beneficial than the'
canal project. And to return to tho begin
ning of tlio subject, doubtless General Grant
ia interested in this schemo also, since ho is
a very warm friend of Capt. Eads and has
great confidence in his engineering ability.
If my conjectures aro correct, this plan will
he brought beforo congress in December,
m Capt. Eads said it would when I saw
him in July, and an act asked lor authoriz
ing a survey and investigation of tho pro
posed route. The larger part of tho ex
pense will be borne by Capt. Eads and his
friends, and nothing will bo asked for in
tho form of a subsidy am tll0 8cllomo
shall b adjudged by competent authority
to be perfectly practicable.

the Southern members of tho Democratic
National committee proposed one change
in tlio manner of choosing presidential
electors. The plan is instead of electing
hy popular vote to havo tlio legislatures
chooso . them. Before the warr South
Carolina proceeded under that form, but
it was usually conwderqd objectionable; ns
taking away tho Immediate, choice of" tlio
pooplo. Tho Kepublicans charge that tliis
plan is for tlio further security of tlio soim
South, tut I don't sco how any ' apodal
measure- can bo required for tliatend. Tho
South is about as solidty Democratic as it
caubo. But it is not likely that this chango
will bo mado.
Minister Johu M. Lnngston who is now
hero from lils post in Hayti, will locturo
on tho negro exodus in a few days.' He
and Fred Douglas were rather lukewarm
toward tho thing at first, but have been in
duced to take a hand in promoting it.
Tho Democrats make stout denials of the
report j that they' aro quarreling in Ohio
and despondent. They make very strong
