Oi'.NTi.K.MiiN : At a special meeting of
the Taxpayers' Association, held Saturday,
January Klst, ultimo, the special sanitary

the Association. M. H. Hahrki.i., Si c.
The special committee, to whom it was

Upon tills Mi'ij'vt the Hon. I). F. Porter,

The Memphis Avalanche, the leading
n vvspap "i" of lh.it city, in u late nsmo, says:
"Th" enormous lilih accumulation of years
in the vaults has, however, beeoine the
greatest disease breeding factor."
Dr. Ranch, the permanent secretary of
the Illinois State Hoard of Health, in a late
repoit. says, "he was in Memphis lately,
while tic sanitary survey was hi progress.
He regards the survey, which is a hmtse to
house visitation, ns thorough, und promising
gooil results, it is '.ringing to light a slate
of affairs tli it is simply ast iniMting." Toe
bayou ll ivoso, the doctor said, "w.u not

it. The root ol the evil lay in th- saturation
ol the ground with poisonous mailers. The
closets (privies) consist simply of pits,
there being no sewers. The soil 1ms become
saturated with tin.1 leaching, from these
pits."
In relerence to Ihe privy system in NYw
Orleans, the New Orleans Auxiliary Sanita
ry Association, in a report lately publiHhed,
says, "imagine this quantity of human ex
crement, undergoing slowly the lowest and
most offensive form of putrefactions, for
tnrututlon, imd escaping from the sinks of
JCoOO habitations partly by
ij.Mporalion into the attnosphete, but chiefly
by soaktige into the cailh and from cvny
direction poisoning the air; conceive ot
this fully, ami the mind then closely ap
proaches tho truth, and is enabled for the
first time to correctly vulue our privy sys
tem." Agaiu : "What wo need is rapid ami
continuous translation of excreta from the
privies to the middle of the Mississippi,
below tho city, where lost in millions of
tons of water it is infinitely diluted, render
ed instautly harmless and swept away to
wards tho gulf." Agaiu : "There can be
no effective sanitation for New Orleans that
docs not take into its account the complete
abolition of the entire cess-pools and privy
vaults located in the soil. Without this all
else that may be done is but leaving the
work undone."
The investigations at Memphis and New
Orleans appear to have been very thorough
and exhaustive and the situation of those
cities is so similar to our own that the con
clusions arrived at there, seems to apply
with equal force to our own locality. These
conclusions coincide entirely with the set
tled convictions of your committee and
they therefore recommend that the cx--ample
set out by those cities be followed by
our city, and that the system of privy vaults
now existing here be abol
ished nnd that in lieu of
it there be stubstitutcd arrangements pro
viding for the constant nnd continual re
moval of fecal matter by means of tubs ami
wagons as set out in the report, upon the
subject, of the New Orleans Auxiliary
Sanitary Association hereto annexed.
From the estimates set out in the report
referred to, it will be seen that the intro
duction ot the new system will not be at
tended with ary expense to the city, if co: -ducted
by it, and not as much to indivi 1
uals as the pre.-ent system. Hy reference to
the estimates alluded to it will be seen that
the cost of 64'.) tubs or pails, of wagon and
team to carry them and the cot of main
taining 'he sysem for one year will !. to-
gether but flt.OiS, while a charge of -, a
year for such tub upon the lot upon which
il is used will be H-'l.'.'Otl. The saving to
individuals would be that of the cost of the
vault. The cost of removal would be far
less th'tti the cost of occasional cleaning
out under the old system and this cleaning
out at this time md through disinfection is
now demanded by the exigencies of the oc
casion and will have to be done, without
subjects W"iild suggest, and also that

WALKER'S NEW TROUPE.
The Theatre Comlquo opened to a full
house last night with an entire change in
the programme and a brand new company.
Hilly Milton, who is an excellent comedian,
lull of humor and originality, Is the only
remaining member of the old troupe, Tho
new faces ore all good, especially little (lay,
Allicc and Fisher Elliott, Lew Rainford
and Dollie Chapman. The manager has
succeeded in bringing together this week
one of the strongest companies that bus yet
appeared at the Comique. The change will
prove a big card through the week.
The introductoty is first class, full
of spirit and novelties and celebrated with
abundance of witticisms and Irish jokes.
The olio brings out the entire strength of the
company, set off with a good orchestra in
charge of Professor Goss and the usual me
chanical arrangements in charge of Mr.
Catlett. Dollie Chapman's last of "Living
Pictures" is one of the most attractive
features on what is, taken all in all, the
best bill of the season. We have uo hesi
tation in saying that the enterprise ol the
management in securing such an excellent
company w ill be met with a heurty recog
nition on the part ot the public.
