piece of good fortune since the company
had discovered a basis for a claim ; a
large amount of valuable property in Chica
go and was likely to get it. But there
seems to be &me difficulty about the mat
ter which the company may find it hard to

that the company in asking to erect a via
duct at the toot of one of the streets the
corporation named is seeking to olitaiu the
recognition by the city ot its title to the
submerged land alom; the lake at that
point. This, Mr. 13. K. Aver, the genual
solicitor of the Illinois Central company,
stationed at Chicago, emphatically denies
and states that the only object the company
in has view isto obtain a safe and easy accffS
to the wharves and docks lying east of its
tracks. As to the submerged lands, the
title to which is claimed by the railroad
company, Mr. Aver savs the original owner
! was the state of Illinois, which, in IWJ.
granted them to the Illinois O ntra! rail
road on condition that it should pay into
the state treasury the percentage provided
by its charier in the gross receipts thrived
from the use of those lands, or any im
provements erected ou thetu. The dedica
tion to public use of what is known a the
lake front, according U Mr. Aver, vested no
proprietary right in the city of Chicago, and
was not r stricted to any particular public
use, and it was therefore competent for tip;
legislature in 1S69 to authorize th" three
railroad companies to take the three blocks

is untrue. Schuckers measured the badge
ou my hat in the court room after I was ac
quitted and found it of the proper size. I

was once arrested under him, but was re
leased hull an hour afterwards, This, and
the time that Schuckers arrested me, are
the only two times I have ever been arrest
ed and both times without cause, I am a
law-abiding citizen of Cairo, who treats
everybody gentlemanly, and if you will
publish this it will set me aright before the
public, who, by my arrest, have been led to
believe that I have violated the city's laws.
